SUMMARY & RECOMMENDATION
The City wishes to continue its partnership with Year Up Inc. to provide workforce development interns to various City departments. Staff recommend that the City Council approve and authorize the City Manager to execute Amendment No. 3 with Year Up, Inc. increasing the contract amendment $300,000 and extending the end date to December 31, 2026. The new total not to exceed amount of the Agreement will be $1,950,000 through December 31, 2026. The additional $300,000 will cover three cohorts of interns.
BACKGROUND
In January 2023, the City Council approved a Non-Professional Services Agreement with Year Up to provide internship opportunities to young adults to perform project-based work. Year Up, Inc. is a local Bay Area non-profit organization specializing in youth workforce development. Year Up interns are trained in project management, data analysis, and IT/helpdesk and placed across City departments for a 6-month period. The Council approved two subsequent amendments to continue the partnership.
Analysis
The City has hosted five successful intern cohorts with Year Up. Interns have provided valuable support to departments to augment workload, provide administrative and functional support to City staff, and assist with special projects. In turn, the interns have gained work experience, explored public sector career paths, and developed professional networks.
The City pays a flat rate per intern, part of which goes towards an educational stipend for each intern their participation in the Year Up program.
Previous Actions
• On December 19, 2022 by Resolution No. 2022-223 for a total not to exceed amount of $600,000;
• On November 20, 2023 by Resolution No. 2023-165, Amendment No. 1 to the agreement was approved by the City Council to continue the partnership for a revised not to exceed amount of $918,000; and
• On July 15, 2024 by Resolution No. 2024-085, Amendment No. 2 to the agreement was approved by the City Council to renew the partnership for a revised not to exceed amount of $1,650,000 through July 31, 2025.
Financial Impacts
Sufficient funds are included in the Fiscal Year 2025-2026 and 2026-2027 General Fund budgets for the additional interns. Each department that hosts an intern(s) will cover the cost within their adopted operating budget, which may include salary savings from vacant positions.
