Staffreport
SUMMARY AND RECOMMENDATIONS
Staff recommends the City Council adopt a resolution to accept a gift from the Friends of the San Leandro Library (Friends) to the San Leandro Public Library (Library) for $3,000 to conduct a Community Reads program.
Staff further recommends the City Council authorize the City Manager to appropriate the funds in the Fiscal Year 2021-2022 budget.
BACKGROUND
A. The Friends are a separate 501(c)(3) volunteer run organization that supports and supplements the Library’s operational needs. The two main ways the Friends support the operational needs of the Library is by contributing money and volunteers. The Friends derive revenue to donate to the Library from membership dues, used book sales, and donations to the Friends.
B. History: The Library has received many gift awards from the Friends since the Friends were established in 1984. The Library has conducted Community Reads programs in previous years. Those programs were well received by the community with considerable community participation. The previous Community Reads programs were funded by large national or regional grants. The Library was awarded those grants the maximum amount of times allowable by the granting organizations.
C. Current Program: The Library will be conducting a Community Reads program with Tommy Orange’s book titled There, There as part of the Library’s Sesquicentennial programming. The book is set in the Bay Area and San Leandro is referenced in it. This fictional title tackles topics of challenges that modern indigenous people face. With this funding the Library will provide at least 100 paperback book copy giveaways, conduct book discussion programming, and provide an adjacent indigenous peoples’ arts program open to the public.
D. Funding: The Friends will donate $3,000 to the Library.
The gift award is earmarked and to be solely used for the Community Reads supplies and activities.
If approved, the funding through the gift award will enhance the City Council approved Fiscal Year 2021-2022 Library operating budget.
Fiscal Impacts
The Community Reads programming will cost $3,000, which requires increasing the FY 2021-2022 budget by the same amount for the Library and will be funded by the Friends gift through a one-time payment to the City for $3,000.
Budget Authority
All expenditures will be captured in account 010-68-005 and off-setting revenues will be deposited into account 010-3803 Gifts and Donations.
