Adopt a Resolution to Amend the City-wide Master Salary Schedule, Resulting in No Fiscal Impact

SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution to amend the City-wide Master Salary Schedule to confirm the pay rates in accordance with negotiated salary adjustments and to add new management classifications.
BACKGROUND
The City of San Leandro maintains a publicly available Master Salary Schedule, which includes the pay rate for all City classifications. The revised Master Salary Schedule incorporates previously approved actions by the City Council within the adopted budget, bargaining group memoranda of understanding and employment agreements, and proposes the addition of new management classifications.
Analysis
The revised Master Salary Schedule, which is being presented to Council for consideration and approval, reflects negotiated salary adjustments for three of the City’s bargaining units, the Police Chief and City Manager, and proposes the addition of three new management classifications. In accordance with their respective Memorandum of Understanding, salary adjustments are reflected for the San Leandro Police Officers’ Association (SLPOA), the San Leandro Police Management Association (SLPMA), and the San Leandro Management Organization (SLMO) effective July 1, 2024. The classifications of City Manager and Police Chief also received salary adjustments per their respective employment agreements.
In addition to the negotiated salary increases, the Master Salary Schedule also comprises the inclusion of three new management classifications as part of the final phase of the City’s organizational restructuring plan. The City met and conferred with the San Leandro Management Organization (SLMO) and reached agreement on the proposed classifications and salaries.
The new Environmental Services Manager classification will oversee environmental services programs including solid waste management, stormwater pollution prevention, recycling and waste prevention, and sustainability initiatives and programs. This additional position will manage these initiatives and programs collectively under an expanded Environmental Services Division in the Public Works Department. As part of the mid-year budget adjustment, the City Council authorized funding to add one (1) new FTE for the Environmental Services Manager position. The two (2) existing positions currently budgeted to lead sustainability and recycling programs would report to this new management position. Effective July 1, 2024, the proposed salary will be set at $12,371-$15,037 monthly.
The Public Works Administrative Manager classification will oversee the combined administrative functions of the recently merged Public Works Department. Key responsibilities will include specialized and complex work in budget and financial administration, grants management, contract management, purchasing, large multi-disciplinary projects, programs, and initiatives, and management analysis. These responsibilities have historically been handled separately by different classifications including a Senior Management Analyst and/or Public Works Services Manager. As part of the mid-year budget adjustment, the City Council authorized the reallocation of funding to convert an existing FTE to Public Works Administrative Manager. Effective July 1, 2024, the proposed salary for will be set at $11,775-$14,312 monthly.
The Parks and Landscape Manager classification will manage the operations and activities of the Parks division in the maintenance of the City's parks, trees, landscaping, playgrounds, open space areas, and medians; and participates in parks and urban forest planning and design related to enhancing and improving the City's outdoor spaces. The position will be housed in the newly created Recreation and Parks Department. It is proposed that the currently budgeted Public Works Services Manager be reclassed to Parks and Landscape Manager. Effective July 1, 2024, the proposed salary for will be set at $12,371-$15,037 monthly.
As required by California Code of Regulations (CCR) §570.5, upon City Council approval, the Master Salary Schedule will be made publicly available on the City’s website.
Board/Commission Review and Actions
At its meetings on February 1, 2024 and April 18, 2024, the Personnel Relations Board approved the new classifications.
Fiscal Impacts
There is no financial impact. The revised Master Salary Schedule incorporates previously approved actions that were incorporated in the City’s operating budget and the FY 2024-25 mid-year budget adjustment approved by Council on May 20, 2024.
