SUMMARY AND RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to execute a contractual services agreement with MV Transportation, Inc. for a term that commences January 1, 2019 and ends June 30, 2019 to provide paratransit transportation services for the FLEX Shuttle Program.
BACKGROUND
The City of San Leandro has utilized MV Transportation, Inc. to provide shuttle services for the FLEX Shuttle Paratransit program since 2003. MV Transportation, Inc. provides two shuttles and drivers to operate the program alongside a North Route and South Route within San Leandro. Aside from City holidays, the shuttle service runs regular service hours from 8:30 a.m. to 5:00 p.m., Monday through Friday. The FLEX Shuttle program is open to San Leandro residents who are 60 years and older or at least 18 years old and East Bay Paratransit certified. For the 2017-2018 fiscal year, the program had 260 registered riders and made 15,369 completed trips. Currently, 202 people have valid annual memberships for the 2018-2019 fiscal year. Funding for this program is received through the Alameda County voter-approved Measures B and BB.
Staff is awaiting the results of the Paratransit Flex Shuttle Expansion Study before entering a longer term agreement. This agreement constitutes an extension of the existing arrangement with MV Transportation in order to keep the service running pending the results of that study.
The goal of the FLEX Shuttle Program is to deliver quality paratransit shuttle services to San Leandro residents that is on-time, provides proper customer service, appropriately maintained vehicles, and is responsive to changes as needed to improve service. Senior Services staff accepts ongoing feedback from current riders regarding satisfaction with MV Transportation, Inc.’s service, as well as feedback from annual member surveys. Staff also communicates with MV Transportation, Inc. staff regularly to ensure proper service.

Fiscal Impacts and Budget Authority
Exhibit B in the agreement provides the Compensation Schedule from January 1, 2019 through June 30, 2019. In the agreement, MV Transportation, Inc. has increased its hourly fees by 24%, from $58.34 an hour to $72.10 an hour. MV Transportation, Inc. initially proposed this fee increase due to increased costs from staff salaries and benefits since the previous Agreement made in July 2014. Agreement Amendments for contractual extensions were submitted from July 2015 through December 2018. While this increase has an overall impact on the allocation of the Measure B and BB funding received for the FLEX Shuttle Program, the allocation appropriated fully funds this service. The total compensation for this agreement is a not to exceed of $450,445.
