SUMMARY
The Police Department requests City Council approval to use $45,000 in Frontline grant funds, to purchase ballistic rifle plates and tactical camera balls for frontline officers, all of which meet the grant’s public-safety requirements. These funds are already budgeted in the Frontline Enforcement Program Special Grants account and will have no impact on the General Fund.
RECOMMENDATIONS
Staff recommend that the City Council approve a resolution to use Frontline funds to purchase necessary police equipment in FY 2026.
BACKGROUND
Every year, the Police Department receives Frontline State grant funding specifically designated for frontline law enforcement activities and equipment, which requires that the use of these funds must be approved by Council. The Police Department seeks to fund 26 ballistic rifle plates ($21,000) for Special Weapons and Tactics (SWAT) team members and three (3) tactical camera balls ($24,000) for SWAT and sworn frontline staff with the use of Frontline grant funds included in the FY 2026 adopted budget. The equipment complies with the grant requirements, including meeting eligible use of funds requirements.
Analysis
The use of these funds will supply sworn police officers with the equipment and supplies necessary for advancing public safety in San Leandro. These funds are currently included in the FY 2026 adopted budget in the Frontline Enforcement Program Special Grants fund, and requires separate City Council approval for the use of these funds in order to remain in compliance with grant requirements.
Not funding these projects will pose public safety issues for frontline staff.
Financial Impacts
The Police Department is required to spend the money in a way that advances public safety and this equipment complies with that funding requirement. Sufficient funds are included in the FY 2026 adopted budget for police equipment:

This Council action will not impact the Grant Fund undesignated fund balance because there are funds available in the FY 2026 adopted budget.
