SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council approve an agreement with Ross Recreation Equipment for the purchase and installation of playground equipment at Marina Park.

 

BACKGROUND

 

In 2015, in anticipation of the renovation of Siempre Verde Park, staff submitted a report and resolution for consideration by the City Council in accordance with California Public Contract Code section 3400(c) to establish Landscape Structures, Inc. as the City’s sole source provider for playground equipment. It was noted in Resolution 2015-130 that Landscape Structures, Inc. equipment was already in use in several other City parks; is more durable than other brands of park equipment in use at City parks; is more cost-effective and time-saving especially with regards to the procurement of replacement parts; and the company provides excellent warranties and customer service.

 

Ross Recreation Equipment is the sole distributor of Landscape Structures, Inc. playground equipment. At the City’s request, Ross Recreation Equipment prepared three design alternatives that were vetted by Recreation & Human Services staff, the Recreation and Parks Commission, and the community during a series of voting opportunities at City-sponsored events.

 

Replacement of the playground at Marina Park (south end) has been prioritized on the CIP list of City Park Major Maintenance projects due to the high use and condition of existing equipment. If approved, the installation will be scheduled for early spring 2019.

 

Previous Actions

 

                     Resolution 2015-130(July 20, 2015) approving Landscape Structures, Inc. as the sole source provider for playground equipment.

 

Board/Commission Review and Actions

 

Staff presented the three design options to the Recreation and Parks Commission Meeting on August 1, 2018. The Commissioners did not formally choose a design, but they did indicate their preference to have a swing that can accommodate persons with disabilities included in the design that was chosen by the community. Ross Recreation Equipment was able to provide a suitable option that fits into the chosen design. It is included in the equipment quote. 

 

Summary of Public Outreach Efforts

 

The Recreation and Human Services Department brought the three design options to several City-sponsored events and had the community vote on their design preference. Option A, as attached, received the majority of votes (471 out of 958 votes).

 

Budget Authority

 

The cost to purchase and install the new equipment is $116,176.61 and is funded out of the CIP - City Park Major Maintenance Account 210-62-129-5240 in fiscal year 2018-19.
