SUMMARY
These Community Development Block Grant (CDBG) Public Service grants are authorized by the City Council as part of the City's Fiscal Year 2023-2024 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan approved by City Council on May 1, 2023. These grant agreements will be funded by CDBG grant funds.
RECOMMENDATIONS
Staff recommends the City Council adopt a resolution to approve five (5) CDBG grant agreements totaling $141,342 with the following nonprofit public service providers:
• CALICO (Child Abuse Listening, Interviewing, and Coordination Center) ($22,000)
• Davis Street Family Resource Center ($30,000)
• Service Opportunities for Seniors (SOS/Meals on Wheels), ($39,000)
• Spectrum Community Services (Senior Nutrition Program) ($30,342)
• ECHO Housing (Eden Council for Hope & Opportunity) ($20,000)
BACKGROUND
The Fiscal Year (FY) 2023-2024 Annual Action Plan implements the FY 2020-2024 Consolidated Plan strategies by undertaking activities during the program year that utilize two HUD grants: Community Development Block Grant (CDBG) and the HOME Investment Partnership Program (HOME). The City receives CDBG funding directly from HUD as a CDBG entitlement grantee, while it receives HOME funds through Alameda County. The five agreements referred to in this resolution are funded by the HUD CDBG grant.
Four of the grant agreements are part of the CDBG public services budget (see below). The ECHO Fair Housing Counseling Agreement is annually funded under the CDBG Administration budget. The City affirmatively furthers fair housing regulations by contracting with the nonprofit ECHO Housing to provide fair housing services. All five grantees were approved by the City Council as part of the FY 2023-2024 HUD Annual Action Plan.
Public Services:
CALICO - Child Abuse Intervention Project - $22,000
• Provides family support services for children who have suffered abuse.
Davis Street Family Resource Center - Basic Needs Program - $30,000
• Provides food, clothing, childcare, job readiness training, medical and mental health clinics, and social services to low-income people.
SOS/Meals on Wheels - Meal Delivery to Homebound Seniors - $39,000
• Provides support services to low-income seniors.
Spectrum Community Services - San Leandro Senior Nutrition Program - $30,342
• Serves seniors hot, nutritious meals in supportive settings.
General Administration:
ECHO Housing - Fair Housing Counseling - $20,000
• Provides fair housing services.
Analysis
HUD announced CDBG allocations nationally on February 27, 2023 and the City’s FY 2023-2024 allocation is $808,949. The FY 2023-2024 CDBG entitlement grant funding amount increased by over 8% from last year’s pro-rata share.
The City issued the Two-Year FY 2023-2025 Public Services Request for Proposals in early December 2022. CDBG funds (statutorily capped at 15% of the total CDBG annual entitlement grant plus prior year program income for public services). There was no program income this year. There is a total of $121,342 in funding available from CDBG for Public Services grants in FY 2023-2024 ($808,949 x 15%).
For CDBG General Administration, HUD allows entitlement cities and counties up to 20% of the total CDBG allocation. Therefore, a total of $161,790 ($808,949 x 20%) is available for the administration of CDBG funded activities including the provision of federally mandated fair housing services. Of the $161,790 grant for CDBG general administration costs, $20,000 was approved to fund ECHO Housing to continue providing fair housing services to San Leandro residents.
All five projects were approved by the City Council as part of the FY 2023-2024 HUD Annual Action Plan.

• FY 2020-2024 Consolidated Plan, adopted by Resolution No. 2020-056 on June 15, 2020, to preserve affordable housing for low-income senior residents.
• General Plan Housing Element, which was most recently certified for 2023-2031 by the State Housing and Community Development Department in February 2023, addresses goals such as increasing the supply of affordable for-sale and rental housing, providing opportunities for home ownership, preserving, and rehabilitating existing affordable owner-occupied and rental housing, and addressing special needs populations.
Previous Actions
The FY 2023-2024 Annual Action Plan was approved by City Council on May 1, 2023 for submittal to HUD.

Environmental Review
National Environmental Protection Act (NEPA) environmental review of this program is complete.
Board/Commission Review and Actions
The City’s Human Services Commission (HSC) met on April 4, 2023 to make funding recommendations to City Council. The HSC recommended that four nonprofit agencies receive CDBG funding: CALICO ($22,000), Davis Street Family Resource Center ($30,000), SOS Meals on Wheels ($39,000), and Spectrum Community Services ($30,342).
Financial Impacts
This Council action will not impact fund balance because these are annual federal discretionary funds that come to the City from the US Department of Housing and Urban Development.
The City transacts all federal CDBG activity in a restricted discretionary revenue fund-Fund 165, the Community Development Block Grant Fund. The City restricts Fund 165 to transactions exclusively supporting CDBG activities as approved by City Council.
