SUMMARY
Tee boxes at the Tony Lema Golf Course are at the end of their useful life and require renovation. Newton Construction and Management has been selected, through a cooperative purchasing contract, to manage the project.
RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to execute a Non-Professional Services Agreement with Newton Construction and Management for the tee box renovations at the Tony Lema Golf Course.
BACKGROUND
The tee boxes at the Tony Lema Golf Course are at the end of their useful life and designated for replacement in the FY 2025-2026 budget. The project was procured using a cooperative purchasing contract through Sourcewell using a project delivery method called Job Order Contracting (JOC). It is a method that enables organizations to facilitate simple maintenance, repair and renovation projects through multi-year umbrella contracts using fixed unit pricing for construction goods and services.
Sourcewell posted Invitation for Bids #CA-101723, for the procurement of the contract used for this project on September 12, 2023. Newton Construction and Management was a responsive bidder and entered into contract CA-R5-GB-101723-NCM on December 6, 2023. The Sourcewell contract expires on December 5, 2025, unless extended.
Analysis
The scope of work for the project includes the renovation of 18 tee boxes on the Tony Lema Golf Course. Renovation includes staking and layout, clearing and grubbing, tee construction including laser leveling and drainage, irrigation modification, pre-turf installation approval and fertilization and turf installation. The timeline for construction is three months pending execution of the contract with Newton Construction and Management.
The benefits of this project include enhanced aesthetics, improved playability, reduced maintenance cost and increased player satisfaction. Tee boxes are a key component to the overall golf experience. Having renovated tee boxes will make the Tony Lema golf course more competitive in today’s municipal golf market.
Financial Impacts
Sufficient funds are included in the adopted FY 2025-2026 Golf Fund budget for tee box construction services:
• Golf Operations Fund, Account 596-56-115-5240: $319,375.00
This Council action will not impact fund balance because there are funds authorized in the adopted FY 2025-2026 budget.
