SUMMARY AND RECOMMENDATIONS

 

Staff recommends the City Council approve a resolution to:                     

                     Approve and authorize the City Manager to execute a three-year consulting services agreement with DSFRC in the amount of $141,000; and

                     Authorize the use of $141,000 from the American Rescue Plan Act (ARPA) Fund 190 for the above agreement.

 

BACKGROUND

 

The 2022 Alameda County Homeless Point in Time (PIT) Count captured San Leandro’s total homeless population at 409 individuals, of which 97 are sheltered,119 are living in a tent, 86 are in a car/van, 78 are in recreational vehicles, and 29 living on the streets or outside.

 

The proposed agreement that is the subject of this report is intended to implement a partnership between DSFRC and the City of San Leandro to ensure basic needs support services can be made available to San Leandro residents who are at risk of, or who are already experiencing homelessness. Currently, the City has limited in-house staffing capacity to provide services for the homeless; partnerships with local non-profit organizations like DSFRC form an integral component in addressing the needs.

 

Analysis

 

The proposed scope of services in the agreement includes the provision of: transportation assistance, payment assistance for past due rent for people given notice to evict, emergency motel vouchers, unforeseen circumstances situation assistance, utility assistance, food access assistance, one-time deposit assistance, subsidized rent assistance, emergency clothing, and access to personal hygiene supplies.

 

If authorized, the agreement would enable DSFRC staff to develop close working relationships with a wide range of stakeholders and providers in San Leandro and more holistically address the needs of those seeking services.

Fiscal Impacts

 

The three-year total contract cost of $141,000 will be funded over a three-year period using available American Rescue Plan Act (ARPA) funds currently appropriated in account 190-63-827-5120.  The annual contract cost for the services is $47,000 per year, which equates to a total of $141,000 from Fiscal Year 2022-2023 through Fiscal Year 2024-2025 (i.e. for the period commencing MarchJanuary 1, 2023 and concluding on June 30, 20265).

 

Per federal law, ARPA funds must be spent by December 31, 2026.

 

Budget Authority

 

Sufficient appropriations are programmed in existing ARPA Funds. Adoption of the proposed resolution and consulting services agreement would authorize the use of $141,000 from that account as follows:
