SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council adopt a Resolution approving and authorizing the City Manager to execute a Supplement to the existing Master Funding Agreement with MTC to accept a $100,000 Technical Assistance Grant from the Metropolitan Transportation Commission (MTC) for the Hesperian Boulevard Bike Lane Closure Project (Project).
BACKGROUND AND ANALYSIS
The Hesperian Boulevard Bike Lane Closure Project proposes Class IV separated bike lanes on Hesperian Boulevard from East 14th Street to Bay Fair Drive. The Project was identified in the City’s Local Roadway Safety Plan as a priority location based upon the number of collisions along the corridor. The proposed improvements align with the City’s Bicycle and Pedestrian Master Plan that recommends separated bike lanes along Hesperian Boulevard.
In October 2024, MTC issued a coordinated Call for Projects for the Active Transportation Capital Design Technical Assistance Program for jurisdictions seeking technical assistance to support work focused on Climate Program Implementation and reducing greenhouse gas emissions. Active transportation trips help to reduce greenhouse gas (GHG) emissions. This call has identified technical assistance for project design to help advance active transportation projects to construction as an eligible project.
The Active Transportation Capital Design Technical Assistance Program supports Plan Bay Area 2050’s 19% per capita GHG emissions reduction target, as well as the Plan’s strategy to build a complete streets network to encourage walking, biking, and other mobility options. MTC seeks to achieve three main objectives as noted below, by investing in all All-Ages and Abilities (AAA) facilities on the Active Transportation (AT) Network:
• Equity - Invest in areas where there is the greatest need for affordable transportation options, and where active trips can connect people with transit services for longer distance travel
• Mode Shift - Enable active trips instead of private auto trips, where people can connect with transit services for longer distance travel
• Safety - Reduce and ultimately eliminate the number of severe injuries and deaths on the AT Network
The City subsequently applied for the Active Transportation Capital Design Technical Assistance Program and was awarded $100,000 in grant funds. To receive the grant funds, the City must execute a supplement to the existing Master Funding Agreement with MTC. The grant funds will be used for additional traffic study and to complete the design phase of the Hesperian Boulevard Bike Lane Gap Closure Project.
In October 2023, the City received a $225,000 grant from the Alameda CTC 2023 Capital Improvement Program (CIP) with a required 25% local match ($75,000) for the design of the Project. The $100,000 MTC grant award may be used for the Alameda CTC 2023 CIP $75,000 local match to fully fund the design phase of the Project.
Fiscal Impacts
There is no impact to the General Fund as there is no required local match for this grant.
