SUMMARY
The project will replace a pump located at the City’s Golf Irrigation Station, which supplies recycled water from the City’s Water Pollution Control Plant.
RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution to approve and authorize the City Manager to execute a Non-Professional Services Agreement with ACCO Engineered Systems for $167,552.65, which includes authorization to negotiate and approve cumulative change orders up to 15% or $25,132.90 of the original contract amount, for a total not-to-exceed amount of $192,685.55.
BACKGROUND
The Golf Irrigation Station supplies recycled water from the City’s Water Pollution Control Plant to the Monarch Bay Golf Course. The supply of this recycled water saves potable water resources, reduces irrigation costs for the Golf Course, and lowers nutrients entering the Bay. In August 2023, the pump casing structure developed a leak and the station was taken out of service. In summer 2024, the City contracted with ACCO to remove the structure and install temporary piping to restore the station to service. This second phase of the project will install a new casing structure to return the station to normal operations.
Analysis
Procurement for this project was conducted using cooperative purchasing through Sourcewell, formerly the National Joint Powers Alliance (NJPA), and a project delivery method called Job Order Contracting (JOC). It is a method that enables organizations to get commonly encountered construction projects completed quickly and easily through multi-year umbrella contracts. JOC is a competitively bid, fixed price, multi-year construction contract based on published unit prices. The unit prices are used to price construction tasks associated with the scope of work.
Gordian, who offers support services through Sourcewell, assisted the City in providing a qualified contractor. ACCO Engineered Systems was selected under Sourcewell contract CA-R3-HVAC02-123021-AES and provided a detailed cost proposal using Gordian’s EZIQC tool. The process conforms to the California Government Code and Joint Exercise of Powers Act (Government Code 6500) and satisfies the City’s purchasing requirements.
Work was done in summer 2024 to remove the old pump and casing and install a temporary solution. This second phase is necessary to complete construction and installation of a new pump.
Financial Impacts
Sufficient funds are in the Fiscal Year 2024-2025 Water Pollution Control Enterprise Fund budget for these repair services:
• WPC Enterprise Fund-Construction, Account 593-51-113-5240: $1,139,485.11
This Council action will not impact fund balance because there are funds available in the FY2024-2025 adopted budget.
