RESOLUTION of the City of San Leandro City Council finding that there is a proclaimed State of Emergency and urging that all City employees, contractors and sub- contractors receive an approved COVID-19 Vaccination if they are able. 
 
Body
 
WHEREAS, on March 4, 2020 Governor Gavin Newsom proclaimed a State of Emergency in response to the global outbreak of the novel coronavirus; and
 
WHEREAS, the state of Emergency proclaimed by Governor Newsom persists; and
WHEREAS, since the initial proclamation of a state of emergency by the Governor the highly contagious Delta and Omicron variants have emerged and resulted in continued COVID-19 infections and deaths throughout the state and County; and
 
WHEREAS, the number of cases within Alameda County has continued to rise, and as of January 6, 2022, there are now over 135,416 confirmed cases of COVID-19 within the County and 1,567 deaths; and
 
WHEREAS, the number of cases within the City of San Leandro has continued to rise, and as of January 6, 2022, there are now over 8,255 confirmed cases of COVID-19 within the City and 106 deaths; and
 
WHEREAS, on December 8, 2021, in response to the Delta variant of COVID-19, the Alameda County Health Officer issued an order for all individuals, regardless of vaccination status, to wear masks when inside public spaces; and
 
WHEREAS, the Centers for Disease Control and Prevention (“CDC”) and the Alameda County Department of Public Health continues to recommend physical distancing of at least 6 feet from others outside of the household; and 
 
WHEREAS, the CDC recommends that everyone 5 years or older receive an approved COVID-19 vaccination; and 
 
WHEREAS, because of the rise in cases due to the Delta and Omicron variants of COVID-19, the City is concerned about the health and safety of all individuals who live, work, and play in San Leandro; and
 
WHEREAS, the City Council hereby finds that the presence of COVID-19 and the Delta and Omicron variants present imminent risks to the public health and safety, including the City’s legislative bodies and staff; and
 
WHEREAS, the health, safety, and welfare of San Leandro residents, businesses, visitors, and staff is of utmost importance to the City.
 
NOW, THEREFORE, the City Council of the City of San Leandro hereby RESOLVES as follows:
 
1.                     The above recitals are true and correct, and incorporated into this Resolution.
 
2.                     That all employees, contractors, sub-contractors, and vendors that work for or with the City are strongly urged to and should get a COVID-19 vaccination, provided they are able.
