SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council approve the resolution authorizing acquisition of a replacement pumper fire truck.  The resolution authorizes the City Manager to execute the purchase agreement and other documents necessary to finance the acquisition.

 

BACKGROUND

 

The City's contract with the Alameda County Fire Department for fire services includes provisions for City ownership of all fire facilities and equipment, including fire engines. Currently, the apparatus in City service includes five engines and two trucks. The 2015-16 Fire Service Budget approved by the City Council included the replacement of a pumper truck based at Station 12. The fire truck will replace a 1996 model, which has an odometer reading of 165,000 and was acquired in 1996. 

 

Alameda County Fire recently completed a competitive bid for multiple fire engines and other local agencies can utilize the bid to acquire equipment.  The specifications for the equipment were developed by Alameda County Fire and meet all safety and environmental requirements of the City. 

 

The truck would be acquired by piggy backing on the Alameda County Fire Department’s bid and contract with Pierce Manufacturing; the proposed purchase meets the City's equipment requirements and is consistent with equipment currently in use. For these reasons, staff recommends that the City acquire a new fire truck utilizing Alameda County Fire Department's bid.

 

Analysis

 

The bid price for the Pierce Fire Truck is not to exceed $530,000, which includes costs for inspection, delivery, and sales tax.  A similar fire truck was last purchased by the City in 2010 for $485,000, which means inflation has caused the new fire truck to increase 9.3% during the past five years. During this same 5 year period, the average increase in the Bay Area Consumer Price Index is 2.3% (11.5% over 5 years). The fire truck’s price is based on a competitive bid obtained by the Houston Galveston Area Council.

 

The new fire truck will replace a 1996 model truck located at Station 12.  Station 12 is located at 1065 143rd Street. The current truck’s odometer reading is approximately 165,000 miles.

 

Pierce expects to deliver the Fire Truck within 240 days of receiving payment.

 

 

Fiscal Impacts

 

The total cost including inspection, delivery, performance bond and sales tax is approximately $530,000.

Acquisition cost is provided in the City’s 2015-16 Adopted Budget, account number 010-23-002-7510.
