RECOMMENDATION
Adopt two resolutions to extend the consultant services agreement with Dixon Resources Unlimited (Dixon) for Parking Program Management Services and the consultant services agreement with LAZ Parking (LAZ) for Parking Enforcement Services through June 30, 2027.
BACKGROUND AND ANALYSIS
In 2017, the City Council adopted the Downtown Parking Management Plan to guide policies and regulations for parking in Downtown San Leandro. Staff retained Dixon to help implement the work of the Downtown Parking Management Plan, which included a strategy to aid future land-use, economic development decisions, and increase the sustainability of Downtown San Leandro.
The expertise and experience of Dixon has proven crucial to the ongoing success of the Downtown Parking Program. Dixon has expertise in parking technology, operations, and strategy and a thorough understanding of San Leandro’s parking needs. On June 21, 2022, the City Council authorized the first year of a three-year proposal from Dixon for Parking Management Services. On July 10, 2023, Council approved funding for the remaining two years. Staff recommends extending the Consultant Services Agreement and requested a two-year proposal from Dixon to continue parking program management, management of the parking enforcement program, support with meter and pay station installation, financial revenue forecasting, license plate reader data collection and analysis, and an update to the 2017 Downtown Parking Management Plan. The proposal, dated April 7, 2025, outlines the services to be provided by Dixon for a monthly fixed fee of $7,000. Dixon’s proposal is included as an Attachment C to this report. Amendment No. 2 to the Consulting Services Agreement between the City and Dixon for Parking Program Management Services is recommended for Council approval.
On July 8, 2022, the City Council entered into Consulting Services Agreement with LAZ Parking for Parking Enforcement Services through June 30, 2025 following a Request for Proposals competitive bidding process. In the past year LAZ staff have transitioned from ambassadors of the parking program providing information to enforcing parking restrictions. While LAZ primarily focuses on the Downtown, they also enforce the parking meters around Bancroft/Dutton and the parking permit program on Alvarado St. Intermittently, they enforce street sweeping regulations in the posted areas.
The City requested a two-year proposal from LAZ to continue the parking enforcement program and expand their services to provide repair and maintenance of the parking meters. LAZ has proposed to provide parking meter repair and maintenance services on a time and materials basis not to exceed $23,900 annually.
In response to growing concerns regarding illegal and unsafe parking at City parks, staff requested a proposal for a pilot program to provide parking enforcement on weekends April 1 - September 30. The goal of this program is to proactively address frequent parking violations that negatively impact public safety, park access, and surrounding residential neighborhoods during peak usage seasons. To enforce parking at City parks, LAZ has proposed two parking enforcement officers working six-hour shifts each on Saturday and Sunday. The cost of the program is anticipated to be offset-partially or fully-by citation revenue from common violations such as red curb parking, double parking, parking on the grass or landscaped areas, and blocking driveways. These types of violations have increased in recent years due to higher park visitation and limited off-street parking at many park sites. Currently, the Police Department responds to parking violations on a complaint basis, and enforcement is inconsistent due to limited patrol resources. By assigning dedicated officers through LAZ, the City can provide consistent and visible enforcement that will deter repeat offenders, improve overall traffic safety, and protect park infrastructure and landscaping.
The proposal, dated May 19, 2025, outlines the enforcement services to be provided by LAZ for an annual cost not-to-exceed $446,360, the meter repair and maintenance services to be provided for an annual cost not-to-exceed $23,900, and the Pilot Parking Enforcement Program for Parks at an annual cost not-to-exceed $32,810 (representing a total cost of $503,070 per year). LAZ’s proposal is included as Attachment E. Amendment No. 1 to the Consulting Services Agreement between the City and LAZ for Parking Enforcement Services is recommended for Council approval.
Implementation of the Downtown Parking Management Program has had some challenges these past three years due to staffing turnover and delays in repair and replacement of meters. The parking team, which includes Public Works, City Manager’s Office, Community Development, and Police Department staff, are continuing to implement the Downtown Parking Management Plan including adding additional paid parking in the Downtown. An update to the 2017 Downtown Parking Management Plan will also include analysis of parking time restrictions in the area to provide unpaid parking options to Downtown employees within a few blocks of their place of employment. The Parking Fund shortfall is projected to decrease in FY 2025-2026 as operational efficiencies are executed, and in FY 2026-2027 revenue is projected to fully off-set expenses, in an effort to make the parking program cost-neutral without reliance on a General Fund subsidy.
Applicable General Plan Policies
• Policy T-1.7 Off-street Parking Standards. Implement variable parking standards that reflect such factors as proximity to transit, type of occupancy (seniors, etc.), number of bedrooms (for housing), and the expected level of parking demand. Parking requirements should reflect the City’s goal of reducing vehicle miles traveled.
• Policy T-5.7 Technology and Roadway Efficiency. Use technology, including smart phone applications, roadway sensors, and real-time data on congestion, travel time, and parking supply to create a more efficient transportation system, and to maximize the benefits of the existing road system before investing in its expansion.
• Policy ED-4.5 Downtown San Leandro. Implement parking management strategies that ensure that convenient parking is available for shoppers and restaurant patrons in Downtown San Leandro.

This Staff recommended Council action will be funded by allocations from the Parking Fund (Fund 132) in the Fiscal Year 2025-2026 and 2026-227 Proposed Biennial Budget. The Parking Fund is proposed to receive a General Fund subsidy of $376,000 in Fiscal Year 2025-2026 before being completely self-sufficient in Fiscal Year 2026-2027 as a result of operational efficiencies and programmatic changes.
