SUMMARY

This action will add $79,609 to an existing on call agreement and extend the term of the agreement to December 2026.

RECOMMENDATIONS

Staff recommends that the City Council adopt a resolution to authorize the City Manager to execute Amendment 1 to an Existing Non-Professional Services Agreement with Dillard Environmental Services for street cleanup for an increase of $79,609 for a total not to exceed amount of $179,609

BACKGROUND

ARPA funding must be fully obligated, as defined by the US Treasury, by December 31, 2024.  Public Works has $79,609 remaining in its ARPA allocation for street cleanup that must be obligated by the deadline.

The Public Works Department was originally allocated $430,000 in American Recovery Plan Act (ARPA) funds for street cleanup. It has since worked with multiple debris removal and hauling service providers to obligate or spend $350,391.  The difference, $79,609, remains to be obligated. Per US Treasury requirements, these funds must be obligated by the end of December 2024.

On May 28, 2024, the City of San Leandro entered into an on-call, Non-Professional Services Agreement with Dillard Environmental Services for $100,000 for debris removal and hauling services. Staff would like to increase the amount of this contract to obligate the remaining ARPA funds allocated for this project before the end of December 2024. The funds are allowed to be expended through the end of 2026.

Financial Impacts

Sufficient funds are included in the Fiscal Year 2024-2025 ARPA budget for street cleanup services:

                     ARPA, Account 690-63-817                                                                                                         $79,609

This Council action will not impact fund balance because there are funds available in the FY2024-2025 adopted budget.
