SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution to amend the salary schedules for the San Leandro City Employees’ Association to add Assistant Planner, Associate Planner and Senior Planner classifications and to delete Project Planner.
BACKGROUND
The Assistant Planner, Associate Planner and Senior Planner classifications are proposed to provide needed structure to the Planning Division of the Community Development Department. Currently, planning functions are part of the Project Specialist I/II and Senior Project Specialist series, which are generalist classifications utilized for Housing, Economic Development, and Planning positions. The new Planner classifications will better distinguish the responsibilities specific to the Planning Division and reflect the educational requirements for planners. In addition, it will better serve the City when conducting recruitment and future classification and compensation studies. The Assistant Planner, Associate Planner and Senior Planner classifications are consistent with titles commonly used in comparable municipal agencies. The Project Planner classification has been obsolete and is no longer in use.
The Assistant Planner will perform routine research and technical work in administering and enforcing zoning provisions of the City planning program in connection with planning, design, and development projects, which includes processing applications and submittals; advising the public on planning and zoning applications; assisting with the administration of the City’s Zoning Code, Administrative Code, and Municipal Code; and implementing the General Plan.
In addition to the duties of the Assistant Planner, the Associate Planner will perform technical and professional level work, which includes conducting investigations and making recommendations regarding zoning and planning matters to be acted on by the City Council and Planning Commission; and conducting initial studies and determinations for planning projects in accordance with the California Environmental Quality Act.
In addition to the duties of the Assistant and Associate Planner, the Senior Planner will perform advanced technical and professional level work, which includes researching complex planning issues; analyzing data, developing and presenting comprehensive planning studies such as General Plan studies and updates, revised land use controls, and development proposals.
The City has met and conferred with the San Leandro City Employees’ Association (SLCEA) to agreement on these new classifications.
Board/Commission Review and Actions
The Personnel Relations Board approved the Assistant Planner, Associate Planner, and Senior Planner classification specifications at its meeting on April 15, 2021.
FINANCIAL IMPACTS
There is no budget impact. The proposed classifications will remain at their current salary range on the SLCEA salary schedule and costs are covered within current budget parameters.
