SUMMARY
Ordinance No. 2026-002 was introduced at the April 20, 2026 City Council meeting by a 6-0-1 vote, with Councilmember Victor Aguilar absent, and is presented tonight for second reading and adoption. The Ordinance amends San Leandro Municipal Code (SLMC) Section 4-45-120,“Rental Registry,” to revise the annual Rental Registry filing deadline from July 31 to January 31, beginning on January 31, 2027.
RECOMMENDATIONS
Staff recommend that the City Council hold the second reading and adopt Ordinance No. 2026-002 amending the Municipal Code as shown in Attachment A.
BACKGROUND
On April 21, 2025, the City Council adopted Ordinance No. 2025-002, establishing Chapter 4-45, “Rental Registry,” of the San Leandro Municipal Code, which requires residential landlords to annually register rental units with the City. The Ordinance established an initial annual filing deadline of January 31.
On October 20, 2025, the City Council adopted Ordinance No. 2025-013, amending SLMC Section 4-45-120(a) to move the filing deadline from January 31 to July 31, 2026, to allow additional time for development of the software platform needed to support the Rental Registry program.
On February 2, 2026, the City Council adopted Ordinance No. 2026-001, adding Chapter 4-46, “Residential Rent Stabilization,” to the San Leandro Municipal Code, with program requirements becoming effective January 1, 2027.
Analysis
Staff evaluated the Rental Registry filing deadline in light of the Rent Stabilization Ordinance effective date and the City’s existing administrative cycles and concluded that a January 31 annual deadline aligns with the City’s Business License renewal cycle and consolidates payment and reporting touchpoints for property owners. Moving the first registration deadline to January 31, 2027 also provides additional time to conduct landlord outreach and education, which would support compliance at program launch.
Environmental Review
Adoption of this Ordinance is exempt from further environmental review under the general rule in California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3). This Ordinance will have no significant effect on the environment.
FINANCIAL IMPACTS
This Council action will not impact fund balance.
