SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council authorize the City Manager to execute Amendment No. 1 to the Non-Professional Services Agreement with Steve’s Pool Service for Annual Pool Maintenance. The amendment will extend the agreement for two fiscal years at a cost of $59,500 per year.

 

BACKGROUND

 

The City operates and maintains pools at the Boys & Girls Club, San Leandro Family Aquatics Center and Farrelly Pool. Boys & Girls Club and Farrelly Pools have been recently closed due to renovations but are set to resume operations this summer.

 

Steve’s Pool Service has been providing pool maintenance services to the City of San Leandro since 2012 and has over 35 years of knowledge and experience providing pool maintenance experience in San Leandro. He has unique knowledge of the pool systems at Boys & Girls Club, the San Leandro Family Aquatics Center, and Farrelly Pool. Steve is a San Leandro-based contractor (sole proprietor) that can provide a high level of response to our pools including weekend service during the summer pool-operating season, and emergency response. In addition to the pool sites, he provides maintenance services for the fountains in public areas of the downtown.

 

The initial agreement term was from July 1, 2018 through June 30, 2021. While the planned cost of the initial agreement was $60,000 per year for a total of $180,000, the actual cost of service in Fiscal Year 2020-2021 was $38,000 due to the pool closures.

 

Analysis

 

Steve’s Pool Service will provide maintenance and repair services to three sites (Boys & Girls Club, San Leandro Family Aquatics Center, and Farrelly Pool). Services include daily maintenance to pools during pool season (and while in operation), cleaning and maintenance of skimmers and filters, maintenance of water chemistry, inspection of pool structures, and various minor repairs to pool systems and features. Steve will provide emergency response to pool sites as needed to respond to mechanical issues and pool contamination.  In addition, Steve’s Pool Service will maintain the fountains in the downtown plaza.

 

The pricing structure for pool maintenance, as provided in Amendment No. 1, is as follows:

                     Boys & Girls Club:  $1,250 per month for 12 months

                     Farrelly Pool: $1,500 per month for 3 months (in-season) and $1,000 per month for the remaining 9 months

                     San Leandro Family Aquatic Center: $1,500 per month for 4 months (in-season) and $1,000 per month for the remaining 8 months

                     Fountain Service: $1,000 per month

                     On-Call Services: Not to exceed $5,000 per year

 

Pool service is required year-round, regardless of use, to ensure that water chemistry is maintained, pumps and chemical systems are operating properly, and pool structures are safe.

 

The total cost of service is $59,500 per year for a total of $119,000 for the additional two-year term.

 

Previous Actions

 

Resolution No. 2018-070 approved and authorized the City Manager to Execute a Non-Professional Services Agreement with Steve’s Pool Service for Annual Pool Maintenance

 

Fiscal Impacts

 

This Building Maintenance Fund maintenance agreement will cost $59,500 for Fiscal Year 2021-2022 and $59,500 for Fiscal Year 2022-2023. The cost of this service is included in the biennial budget in account 687-18-004-5310.
