SUMMARY

The Library has been selected to join Stay & Play, a project that supports outreach and programming for informal caregivers and the children in their care. With this grant funding ending June 30, 2023, the Library would receive $4,500 toward program expenses including purchasing materials and food to host two sessions of Stay & Play in Spring 2024. In addition to the program funds, Library staff receives training in foundations of early learning, kindergarten readiness, and family engagement. The result of these activities will be to increase kindergarten readiness opportunities for children not in licensed childcare, increase access for children 0-5 years old to developmental services, and increase knowledge and access to resources for their informal caregivers.

 

As part of the Stay & Play funding, a team of 2-3 library staff will commit to attend professional development trainings; plan and develop a Stay & Play program and conduct outreach to informal caregivers; hold two, 6-8 week Stay & Play program series and measure program outcomes; and participate in Stay & Play community of practice discussions.

 

RECOMMENDATIONS

 

Staff recommends the City Council adopt a resolution to accept the Packard Foundation Stay & Play grant, administered by Califa, for FY 2023-2024, whereby the Library would receive $4,500 for early childhood learning services rendered to the community. Staff further recommends the City Council authorize the City Manager to execute all documents and appropriate the funds.

 

BACKGROUND

 

Stay & Play is a library service model that positions libraries to support and engage informal caregivers and the children in their care. Stay & Play includes programming designed specifically for informal caregivers, helping them learn, develop relationships, and build connections to their library and community resources.

The Stay & Play grant is funded by the Packard Foundation, who work with people and communities to create enduring solutions for just societies and a healthy, resilient natural world.

 

This grant is administered through Califa, which is a nonprofit library membership consortium of more than 200 libraries in California. Founded in 2004, Califa brokers and facilitates the procurement of library products; works closely with the California State Library in administering a number of statewide projects supported by federal Library Services and Technology Act funds; offers Continuing Education training through the Infopeople project, and manages master contracts and pricing agreements with publishers and vendors.

 

Analysis

For FY 2023-2024, the Stay & Play Claim Form (Attachment B) provides $4,500. The award will be in one payment:

 

Initial Payment:

                     $4,500 upon execution of the letter

 

The Library will submit invoices based on deliverables before the end of the funding period on June 30, 2024.

 

All expenditures are tracked by the Senior Librarian for Youth Services, who reports expenditures to Califa and tracks performance measures due by June 30, 2024.

 

Applicable General Plan Policies

                     GOAL CSF-3 Sustain and expand a public library system that provides a destination for exploration and discovery, knowledge and information, leisure and cultural enrichment, and life-long learning opportunities for persons of all ages.

o                     Policy CSF-3.4 Libraries as Neighborhood Centers. Promote programs and events that affirm the role of the City’s libraries as community and neighborhood gathering places and that reflect the City’s diverse population.

o                     Policy CSF-3.5 Resources for Self-Improvement. Ensure that San Leandro’s libraries and other community institutions provide a setting for the open exchange of ideas and information and provide an opportunity for residents of all backgrounds to improve their skills and knowledge.

 

 

                     GOAL CSF-5 Provide recreation and human service programs and activities commensurate with identified community needs.

o                     Policy CSF-5.2 Child and Family Services. Support the development of child and family services and programs that encourage safe and healthy environments for children and families.

 

Summary of Public Outreach Efforts

 

Library staff will survey community members during the design phase of the project and use Library and City communication channels to engage and promote the programs to the family, friends, neighbors, and caregivers target audience, as well as, to the general community.

 

Legal Analysis

 

The City Attorney has reviewed these documents and agreements and approved as to form.

 

Financial Impacts

 

Acceptance of this grant does not impact the Fiscal Year 2023-2024 General Fund budget. Stay & Play funding will be awarded upfront and deposited into the 150-3643 Revenue Account and expended as follows:

Stay and Play funds will be used solely for Stay and Play program expenses. All expenditures are tracked by the Senior Librarian that oversees Youth Services and reported to Califa.

 

Funding must be spent according to the guidelines within the funds letter (Attachment B).
