SUMMARY AND RECOMMENDATIONS
 
The subject project will design, fabricate, and install decorative illuminated "PARK" signs near each entrance to the Downtown Parking Garage and an "ENTER" letter sign will be installed above the garage entrance at the surface parking lot.  Staff recommends that the City Council award the contract to the lowest responsible bidder, A Good Sign & Graphic Co., in the amount of $43,825.00 for the subject project.
 
BACKGROUND
 
The exterior of the new Downtown Parking Garage was designed to complement and fit with adjacent downtown building architecture and not appear like a typical parking structure and as such, the construction includes only minimal signage.  To increase parking usage at this location, improved and attractive signage is desired to make the facility more inviting and the entrances easy to find.
 
Design intent drawings that provide concept, layout and dimensions for each of the signs were prepared by SZFM Design Studios.  Using the design intent, the project will include art work, detailed sign design, electrical load determinations, fabrication and installation of the signage.  Staff will review and comment on artwork and design throughout the process.
 
Analysis
 
The bids were opened on April 29, 2014.  Four (4) bids were received ranging from $43,825 to $120,071.  A Good Sign & Graphic Co. was determined by staff to be the lowest responsible bidder.  The engineer's estimate for the work was $97,000.  Staff verified that the contractor has a valid license with the Contractors State License Board.
 
Environmental Review
 
Signage is a component of the garage structure; the environmental process was completed as part of the Downtown Transit Oriented Development (TOD) Strategy Environmental Impact Report (EIR).
 
Permits and/or Variances Granted
 
City Sign & Electrical permits will be procured for this work prior to installation.
 
Fiscal Impacts
 
The total cost of this project including artwork, design, fabrication and installation is estimated at $81,000.
 
Budget Authority
 
The improvements will be funded using the Successor Agency Fund previously approved for construction of the Downtown Parking Garage in account number 982-86-063.
