RECOMMENDATIONS
Staff recommends that the City Council adopt a Resolution authorizing the City Manager to submit a request to the Metropolitan Transportation Commission (MTC) for the allocation of Fiscal Year 2020-2021 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle project funding to install pedestrian improvements.
BACKGROUND
The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County initiated by the State Legislature in 1972, funds the TDA grant program. In the nine-county Bay Area region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes. Each year, the MTC allocates TDA funds to eligible claimants after a review of applications from counties and congestion management agencies. Alameda County is responsible for submitting an annual program of projects that are implemented by each local agency in the county. The TDA funds are distributed by population.
Analysis
The City annually applies for TDA funds from the MTC for pedestrian improvements. The City is entitled to $122,203 for Fiscal Year 2020-2021. The TDA funds will be used to install disabled access ramps and other pedestrian improvements at various locations throughout the City. The work will be completed as part of the City’s Sidewalk Repair Project (2020.0060), which includes requested curb ramp installations not associated with street resurfacing work along with other sidewalk improvements.

Previous Actions
• On May 20, 2019 by Resolution No. 2019-090, the City Council authorized the filing of a claim with the MTC for allocation of TDA Article 3 funds for FY 2019-2020.
• On May 21, 2018, by Resolution No. 2018-046, the City Council authorized the filing of a claim with the MTC for allocation of TDA Article 3 funds for FY 2018-2019.
Committee Review and Actions
• On May 21, 2020, the Bicycle and Pedestrian Advisory Committee reviewed and approved the proposed project for the use of TDA funds as required by the MTC.
Applicable General Plan Policies
• Policy T-3.2: Funding. Maximize the City’s eligibility for funding for bicycle and pedestrian improvements, and aggressively pursue such funding to complete desired projects.
• Policy T-3.6: Pedestrian Environment. Improve the walkability of all streets in San Leandro through the planning, implementing, and maintaining of pedestrian supportive infrastructure.
• Policy T-3.7: Removing Barriers to Active Transportation. Reduce barriers to walking and other forms of active transportation such as incomplete or uneven sidewalks, lack of wheelchair ramps and curb cuts, sidewalk obstructions including cars parked on sidewalks, trail gaps, wide intersections, and poor sidewalk connections to transit stops.
Environmental Review
The work to be performed is categorically exempt from the California Environmental Quality Act according to Public Resources Code §21084 and CEQA Guidelines Article 19, Section 15301 “Existing Facilities”.
Fiscal Impacts
MTC allocated $122,203 in TDA funding to the City in FY 2020-2021, with no local match requirement. The funds will be appropriated when a construction contract is awarded, with reimbursement by MTC once the project is complete.
Budget Authority
The City’s proposed biennial budget reflects an Outside Funding/Grant amount of $122,203 for Project 2020.0060 “Sidewalk Repair” project for FY 2020-2021. Expenditures will not exceed the TDA funding allocation.
