SUMMARY
The Alta D. Davis Trust has provided a $13,084.42 donation to the San Leandro Public Library to be used for library cultural programming and library special events.
RECOMMENDATIONS
Staff recommends the City Council adopt a resolution to accept the donation and authorize the City Manager to execute all documents and take all necessary actions related to the Alta D. Davis Trust donation of $13,084.42 to be used for library cultural programming and Library special events to enhance the Quality of Life for San Leandro’s residents through diverse and robust library programming.
BACKGROUND
In April 2025, Library Director Brian Simons, received a phone call from the executor of the Alta D. Davis Trust informing him that former San Leandro resident, Alta D. Davis, donated $13,084.42 to the San Leandro Public Library to be used for library cultural programming and Library special events. Alta Davis lived in California for 70 years before returning to her home state of Kansas. She loved to support many local organizations including the Boys and Girls Club of San Leandro and the San Leandro Public Library.
Analysis
This donation from the Alta Davis trust will allow the San Leandro Public Library to continue to have a lasting impact on the community in her name by providing new, relevant, fun, and diverse Library programming and events that improve the Quality of Life in San Leandro. Such funds are restricted to library cultural programming and library special events.
Applicable General Plan Policies
• Policy CD-3.7 Cultural Inclusiveness. Ensure that San Leandro’s historic preservation efforts are culturally inclusive and recognize the contributions of the City’s many racial and ethnic groups to its development. Programs that trace the roots and celebrate the history of different ethnic groups should be strongly encouraged, along with outreach to minorities, youth and under-represented groups.
• GOAL CSF-3 Sustain and expand a public library system that provides a destination for exploration and discovery, knowledge and information, leisure and cultural enrichment, and life-long learning opportunities for persons of all ages.
• Policy CSF-3.5 Resources for Self-Improvement. Ensure that San Leandro’s libraries and other community institutions provide a setting for the open exchange of ideas and information and provide an opportunity for residents of all backgrounds to improve their skills and knowledge.
Legal Analysis
The City Attorney reviewed and approved accepting this donation, and advised upon the restrictions attached to the funding.
Financial Impacts
The $13,084.42 donation will be received in the revenue account 010-3803 and used for expenditures over multiple fiscal years from the expenditure account 010-68-010 (DONATION-ALTA D. DAVIS TRUST).
The City Council action of accepting this donation will enhance general funds available to the Library Department over multiple fiscal years to support a core service and help fulfill the Council Quality of Life Priorities regarding the provision of library cultural programming and library special events.
