SUMMARY AND RECOMMENDATIONS
The planning process for the 2024 Bicycle and Pedestrian Master Plan (BPMP) update is underway. Staff will provide an update on the project schedule and the progress of the Draft Bicycle and Pedestrian Master Plan. Committee members and the Public will be given the opportunity to comment on and discuss the Draft BPMP before adoption
BACKGROUND
The current BPMP was adopted in 2018 and involved a robust outreach process and analysis, which lead to the development of a comprehensive list of bicycle and pedestrian improvement projects and program recommendations. Since then, the City has implemented numerous bicycle and pedestrian projects throughout the community and completed major corridor planning processes on Bancroft Avenue and Williams Street. Since the current BPMP was adopted, the City also adopted a Vision Zero policy accompanied by a Local Roadway Safety Plan.
The 2024 Bicycle and Pedestrian Master Plan is a focused update to the 2018 Plan which includes a 5-year work plan of recommended projects and programs to support walking and bicycling in San Leandro. The Alameda County Transportation Commission requires local jurisdictions to update their bicycle and pedestrian master plans every five years. For jurisdictions like San Leandro with a robust existing bicycle and pedestrian plan in place, the Alameda CTC allows a “focused update,” defined as a plan that conducts outreach, best practice updates, and re-prioritization on a more condensed timeline than a full plan process. The current update is a “focused update” under this definition.
The 2024 BPMP update includes three phases of effort. For the first phase, the project team assessed the progress of the bicycle and pedestrian projects identified in the current BPMP, reviewed updated safety data, and solicited community feedback on the current state of walking and biking in San Leandro. Based on the information collected, the project team developed the draft Vision and Goals for the 2024 BPMP update.
During the second phase, the team updated the bicycle and pedestrian networks, project recommendations, and policies using the input and feedback received from the community. These updates also align with the latest industry best practices and recent policy updates from the Alameda CTC and Metropolitan Transportation Commission on safety and complete streets. The proposed updates were then published on an interactive web map for review and community feedback.
The project team is currently in Phase 3 of the BPMP update, where goals- and policy-aligned metrics will be used to prioritize projects and programs, resulting in a clearly defined five-year work plan for advancing San Leandro’s bicycle and pedestrian networks for people of all ages and abilities. The full draft plan update will be published for public comment from October through November 2024.
The project is scheduled to be completed by the end of the 2024 calendar year.
