SUMMARY AND RECOMMENDATIONS
Staff recommends acceptance of the work by Grade Tec, Inc., filing of the Notice of Completion, release of the performance and payment bonds, and release of the maintenance bond upon completion of the one-year maintenance period
 
BACKGROUND
 
On March 2, 2009, the City of San Leandro (City) received notice from the East Bay Regional Parks District (EBRPD) of its allotment of $3,740,998 in Measure WW Park Bond funds.  These bond funds are earmarked for the acquisition and development of neighborhood, community, and regional parks and recreation lands and facilities.  The City asked residents for their input on how they would like the money spent, and used this information to establish ten priority projects, including the Toyon Park Pathway Rehabilitation project.  The poor condition of the asphalt pavement at the City's parks was noted as a feature that the community wanted improved with Measure WW funding.  
 
Analysis
 
This project reconstructed the asphalt concrete pathway at Toyon Park.  Construction is now complete and was performed in compliance with the contract documents.
 
Previous Actions
  • On February 17, 2009, by Resolution No. 2009-023, the City Council authorized the application for grant funds from the East Bay Regional Parks District under Measure WW, the Park Bond Extension
  • On February 4, 2013, by Resolution No. 2013-017, the City Council approved the plans and specifications and called for bids on the subject project
  • On March 13, 2013, by Resolution No. 2013-039, the City Council awarded a construction contract to Grade Tec, Inc. for the subject project
 
Applicable General Plan Policies
 
This project is consistent with General Plan Goal No. 21 - Rehabilitation of existing parks policy.
 
Environmental Review
 
This project was determined to be Categorically Exempt in accordance with CEQA Section 15301 (Existing Facilities) Part (s) for existing bicycle and pedestrian trails.  
 
A Notice of Exemption was filed with Alameda County on March 20, 2009.
 
Fiscal Impacts
  • The total cost of the Toyon Park Pathway Rehabilitation project was $90,000.  A summary of the site work construction contract with Grade Tec, Inc. is listed below:
 
Grade Tec, Inc.:       Original Contract:       $47,650
      Change Orders:       $22,000
      Total Contract Amount:       $69,650
 
Major change order work involved lime treatment of the subgrade to stabilize areas that could not support paving equipment.
      
Budget Authority
 
Measure WW funds for asphalt rehabilitation at City Parks was originally appropriated in CIP Account No. 150-62-108 and approved by City Council as part of the 2010-2011 City budget. To allow for coordination with other projects at Toyon Park, a portion of those funds were separated into Account No. 150-62-115 specifically for paving work at this park. This paving project is the last park to be rehabilitated under the original project appropriation.
