SUMMARY
Amendment No. 3 to the Non-Professional Services Agreement with West Coast Arborists, Inc. adds $458,890 in funding to support Citywide tree maintenance services for Fiscal Year 2025-2026. This work will complete zone-based maintenance in Council Districts 1 and 2 and advance implementation of the Tree Master Plan, adopted in January 2025.
RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution to approve and authorize the City Manager to execute Amendment No. 3 to the Non-Professional Services Agreement with West Coast Arborists, Inc. in the amount of $458,890 for Citywide tree maintenance services during FY 2025-2026.
BACKGROUND
The City entered into a Non-Professional Services Agreement with West Coast Arborists, Inc. on October 1, 2022, for Citywide tree pruning, stump removal, and arborist services. The agreement utilizes the pricing and terms from the City of Burlingame’s competitive solicitation conducted in May 2021; this is a cooperative purchasing contract authorized by San Leandro Municipal Code Section 1-6-305.
In January 2025, the City Council adopted the Tree Master Plan, which recommends implementing a five-year, zone-based tree maintenance rotation. The City was divided into six zones aligned with City Council districts, and work is planned to be completed over five years contingent on available funding.
Analysis
Staff initially planned to issue a new Request for Proposals (RFP) prior to development of the FY 2025-2027 budget cycle to secure a long-term contract for tree maintenance services. However, due to the need to refine the City’s tree inventory system to support a comprehensive scope of work, the RFP development has been rescheduled.
Amendment No. 3 provides the necessary funding to continue planned zone maintenance in FY 2025-2026 while allowing staff additional time to finalize the tree inventory system and develop a high-quality, competitive RFP. The new RFP is now anticipated for release by December 2025.
