BACKGROUND AND ANALYSIS

 

The ballot process for the Stormwater Fee adjustments was initiated by the City Council on May 20, 2024. This action was the next-to-last step in the Proposition 218 process for the City to amend the Stormwater Fees previously approved by Council in 1993, with the final step being the certification of the ballot tabulation.

 

Tabulation Process and Results

The ballot tabulation commenced at 9:00 a.m. in the City Manager’s Office Conference Room on the second floor of the City of San Leandro City Hall on Tuesday, July 9, 2024. The tabulation was conducted by representatives from the City’s consultant, HF&H Consulting and City staff. The tabulation was completed at 4:30 p.m The tabulation was open to the public, however, no members of the public attended. The following results have been certified by the City Clerk: 

 

Total Number of Valid Votes: 6,825

 

Total Number of “Yes” Votes Processed: 2,965

Total Percentage of “Yes” Votes Processed: 43.4%

 

Total Number of “No” Votes Processed: 3,860

Total Percentage of “No” Votes Processed: 56.6%

 

Total Number of “Invalid” Votes Processed: 216

 

Upon conclusion of the tabulation process, staff duly certified the results and City Council shall accept said results via resolution. As the majority of parcel owners voted no, the current Stormwater Fee remains. 

 

FISCAL IMPACT

 

The City's Stormwater Fund annual revenue will remain at $1.1 million and the fund will continue to operate at an annual deficit.
