SUMMARY

The Board of State & Community Corrections Officer (BSCC) Officer Wellness and Mental Health Grant program is a grant program that provides $50 million for city and county law enforcement agencies to improve officer wellness and expand mental health resources. This funding is available to all city and county law enforcement agencies employing officers described in Section 830.1 of the Penal Code. The San Leandro Police Department received $49,847.87 from this grant in March 2023.

RECOMMENDTATIONS

Staff recommends the City Council adopt a resolution to accept the grant award totaling $49,847.87 from the Board of State & Community Corrections and authorize the City Manager to execute all documents and appropriate the funds.

 

BACKGROUND

Board of State & Community Corrections is an independent statutory agency that provides leadership to the adult and juvenile criminal justice systems, expertise on Public Safety Realignment issues, a data and information clearinghouse, and technical assistance on a wide range of community corrections issues. Since 2012, it has served as an independent body providing leadership and technical assistance to the adult and juvenile criminal justice systems.

Analysis

The grant award provides the San Leandro Police Department with $49,847.87.  The Police Department must spend all the funds outlined in the grant award by December 1, 2025.  

Grant funding must be spent according to the award agreement.

 

The grant award is earmarked and is to be solely used to improve officer wellness and expand mental health resources. All expenditures are tracked and reported to the Board of State & Community Corrections quarterly and through a final report.

Legal Analysis

The City Attorney reviewed the documents and agreements and approved them as to form.

 

Financial Impacts

While the BSCC Officer Wellness and Mental Health Grant program award will provide $49,847.87 to the San Leandro Police Department, acceptance of this grant does not impact the Fiscal Year 2022-2023, Fiscal Year 2023-2024, or Fiscal Year 2024-2025 General Fund budget.

 

BSCC Officer Wellness and Mental Health Grant program funding will be deposited into the 150-3607 Revenue Account and expended as follows:

                     150-21-060:                     $49,847.87

This is not a reimbursement grant.
