SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council accept the work and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds and release the maintenance bond upon successful completion of the one-year maintenance period.
BACKGROUND
Street sealing is an annual maintenance activity that can prolong the useful life of pavement. The treatments associated with this project include slurry sealing, asphalt rubber chip sealing, and micro-surfacing. These treatments involve the application of one or more layers of rock chips, crumb rubber chips produced by recycling used tires, and asphalt emulsions. The particular process is individually selected for each street based on the pavement condition.
The City was awarded a grant from CalRecycle for the use of crumb rubber chips in the rubberized chip seal process and will be reimbursed at a rate of $1.00 per square yard of roadway where that process was applied on this project. The City will be reimbursed $66,255 from the grant for this year’s project.
Each year work is performed in one of our four maintenance areas. This year streets within maintenance area 4, on the west side of San Leandro, were evaluated for work. Priority was given to arterial streets and those with the lowest pavement condition index that had not deteriorated to the point that replacement was required.
Analysis
Construction is complete. A list of streets that received a street sealing treatment as part of this project is attached. The work was inspected and deemed to comply with the contract documents and City standards.
Current Agency Policies
This action is consistent with Streets and Highways Goal No. 16 of the General Plan and Action Item 16.03: Regularly maintain City streets and traffic control devices to ensure that streets operate safely and efficiently.
Previous Actions
• On February 17, 2015 by Resolution No. 2015-032, the City Council awarded a contract for construction of the work to American Asphalt.
Environmental Review
This project is categorically exempt from CEQA per section 15301, Existing Facilities. Repair and maintenance of existing structures are covered by this section.
Summary of Public Outreach Efforts
This project was advertised in the Daily Review as well as in three other newspapers whose circulation reflects the diversity of San Leandro on February 3, 2015. Staff also notified contractors interested in working with the City via email and sent plans to fifteen bid houses.
Prior to construction, staff notified residents regarding the streets included in the project and project schedule. The contractor also provided notification to properties adjacent to the work via door hangers immediately before the work started.
Fiscal Impacts
A summary of the construction contract with American Asphalt is below:

Total Contract Amount $1,195,102
The total project cost was $1,288,393, including design and construction administration.
Budget Authority
This project was funded from four accounts:
1) $775,113 - Gas Tax Funds, Annual Street Sealing 2014-15, Account No. 142-38-354, allocated in FY 2014-15.
2) $32,025 - Measure B/ACTC Funds, Annual Street Sealing 2014-15, Account No. 144-36-299 allocated in FY 2014-15.
3) $66,255 Cal Recycle Grant, Account No. 150-38-354.
4) $415,000 Measure B Funds, Local Streets and Roads, Account No. 144-38-383, appropriated via Resolution 15-136.
