SUMMARY

 

Each year, the League of California Cities (“Cal Cities”) holds a General Assembly, wherein members may consider and vote on a Resolution or Resolutions that establish Cal Cities policy. To be able to vote during the General Assembly, the City of San Leandro City Council must designate by Resolution one voting delegate and up to two alternates.

 

RECOMMENDATIONS

 

Staff recommend that the City Council adopt the Resolution and designate Council Member Bowen as the voting delegate, with no alternates to represent the City of San Leandro at the 2026 League of California Cities General Assembly. This recommendation is based upon staff’s understanding that Council Member Bowen is the sole member of the San Leandro City Council who is registered to attend the conference, coupled with her existing leadership roles with the League, to which she was previously appointed by that organization. 

 

BACKGROUND

 

Cal Cities is a statewide nonprofit association of California city officials who work together on issues that impact local government. The Annual Conference is scheduled for September 23rd-25th, 2026, at the Anaheim Convention Center, including the General Assembly scheduled for Friday, September 25th, 2026. At the General Assembly, cities will vote on resolutions that establish Cal Cities policy.

 

To be able to vote during the General Assembly, the City Council must designate a voting delegate and up to two alternates. Cal Cities requires that the City Council take this action by Resolution. The Mayor or City Manager may not designate the voting delegate or alternates on their own.

 

The voting delegate must be registered to attend the Annual Conference (either the entire conference or the September 25th General Assembly only). To cast the City’s vote, the delegate or alternate must have in their possession the City’s voting delegate card. The voting delegate card may be transferred freely between the voting delegate and alternates.

 

After the delegate has been designated by the City Council, staff will submit the name of the delegate to Cal Cities in advance of the Annual Conference.

 

Financial Impacts

 

There are no financial impacts associated with designating the City’s voting delegate and alternates.
