SUMMARY AND RECOMMENDATIONS

 

This project provides for the application of preventative maintenance treatments on various streets in San Leandro.  The project will construct work in the 2012 and 2013 Asphalt Maintenance Areas.

 

Staff recommends approval of the plans and specifications and calling for bids for the subject project.

 

BACKGROUND

 

City staff conducts an annual pavement condition survey using our Pavement Maintenance System to establish the condition of City streets.  Based on this survey, City streets are recommended for one of three maintenance treatments:  reconstruction; overlay; or sealing.  This project will conduct sealing treatment.  Sealing is the recommended treatment for streets in fairly good condition to rejuvenate and prolong the life of the pavement.  Sealing treatments to be used may include:  slurry seal; microsurfacing; scrub seal; and asphalt rubber cape seal.

 

The City is divided into four Asphalt Maintenance Areas, which allows Engineering and Transportation and Public Works Services staff to coordinate their activities to ensure an efficient use of resources to maintain City streets.  The streets scheduled for this project are in the 2012 and 2013 Asphalt Maintenance Areas (see attached map). 

 

Annual street sealing projects typically concentrate work in one Asphalt Maintenance Area, but the subject project is a combination of work from fiscal years 2011-12 and 2012-13.  The two years are being combined into one project   because the bids received for the Asphalt Rubber Street Sealing 2011-12 project were too high and were rejected by the City Council.

 

All street segments associated with this project are scheduled to receive an application of asphalt rubber chip seal in combination with other street sealing treatments.  Asphalt rubber cape seal is a specialty item that is performed by few contractors in the area.  To maximize the number of potential bidders on the slurry and scrub seal work, the asphalt rubber cape seal work will be bid separately.

 

Analysis

 

Based on information obtained from the pavement condition survey and discussions between Engineering and Transportation and Public Works Services Street Maintenance staff, the streets listed below were selected for treatment.  Additive bid items listed below may be included in the contract if the budget allows and will be determined when the bids are received.

Previous Actions

 

                     On June 4, 2012, by Resolution No. 2012-059, the City Council approved the plans and specifications and called for bids for the Asphalt Rubber Street Sealing 2011-12 project

                     On September 4, 2012, by Resolution No. 2012-100, the City Council rejected the bids received on June 29, 2012 for the Asphalt Rubber Street Sealing 2011-12 project

 

Committee Review and Actions

 

The streets selected for treatment were approved by the Facilities and Transportation Committee at its meeting on October 10, 2012.

 

Applicable General Plan Policies

 

This action is consistent with Streets and Highways Goal No. 16 of the General Plan and Action Item 16.03:  Regularly maintain City streets and traffic control devices to ensure that streets operate safely and efficiently.

 

Environmental Review

 

This project is categorically exempt from CEQA per Section 15301(c) - Existing Facilities.

 

Fiscal Impacts

 

                     The total project cost, including both the work on these plans and the non-rubberized street sealing seal work from a separate set of plans, is $2,344,000. 

                     The estimated construction cost for the rubberized street sealing work is $1,139,000 (base bid). 

                     The estimated construction cost for the non-rubberized street sealing work, to be done under a separate contract, is $794,000 (base bid). 

 

Budget Authority

 

The amount of work to be awarded shall be equal to or less than a construction funding amount to be publicly announced at the bid opening prior to opening of the first bid per procedures prescribed in the California Public Contract Code.  It is estimated that there will be adequate funding for the base bid.  Additive bid items shall be incorporated into the contract only if funding is available. 

 

Funding allocations for both street sealing projects are as follows:

 

1) $720,779.14 - Measure B Streets & Roads Funds, Annual Street Sealing 2011-12, Account No. 144-38-332, allocated in FY 2011-12, with $432,467.48 to be used towards the Asphalt Rubber Street Sealing 2012-13 Project.

 

2) $620,690.00 - Gas Tax Funds, Annual Street Sealing 2011-12, Account No. 142-38-332, allocated in FY 2011-12, with $372,414.00 to be used towards the Asphalt Rubber Street Sealing 2012-13 Project.

 

3) $910,422.00 - Gas Tax Funds, Annual Street Sealing 2012-13, Account No. 142-38-342, allocated in FY 2012-13, with $518,940.54 to be used towards the Asphalt Rubber Street Sealing 2012-13 Project.

 

4) $57,761.00 - Measure B Streets & Roads Funds, Annual Street Sealing 2012-13, Account No. 144-38-343, allocated in FY 2012-13, with $32,923.77 to be used towards the Asphalt Rubber Street Sealing 2012-13 Project.

 

5) $31,817.00 - Measure B Streets & Roads Funds, Annual Street Sealing 2012-13, Account No. 144-38-342, allocated in FY 2012-13, with $18,135.69 to be used towards the Asphalt Rubber Street Sealing 2012-13 Project.

 

6) $3,050.18 - Measure B Streets & Roads Funds, Annual Street Sealing 2010-11, Account No. 144-38-323, allocated in FY 2010-11, with $1,830.11 to be used towards the Asphalt Rubber Street Sealing 2012-13 Project.
