SUMMARY AND RECOMMENDATIONS
 
Staff recommends approval of a Consulting Services Agreement with RMC Water and Environment in the amount of $345,780 for the preparation of a Sanitary Sewer Capacity Study and Master Plan.
 
BACKGROUND
 
The City of San Leandro operates a sanitary sewer collection system and sewage treatment plant that serves the northern two thirds of the city.  The collection system has over 120 miles of pipe in diameters from 4" to 42", and 13 lift stations.  The sanitary sewer collection system delivers sanitary sewage to the City's Water Pollution Control Plant (WPCP) at 3000 Davis Street, with the exception of the sewage collected in the valley area.  The valley area is an area roughly bounded by Interstate 880, Washington Avenue, and Fremont Avenue / Portola Drive, within which the City owns and maintains the collection system but the sewage is delivered to Oro Loma Sanitary District for treatment.  
 
A Sanitary Sewer Master Plan consists of a capacity and demand study and is needed to ensure proper management of the sanitary sewer system and system capacity to contain and convey all untreated wastewater.  The WPCP is operated under a permit from the State Water Board that requires the City to have a plan with this information.
 
Analysis
 
The City's last Sanitary Sewer Master Plan was completed in 1993.  Since the last report was done, some sewers have been moved out of backyards and flow has been rerouted around impacted pipes.  Additionally, land use regulations have changed in the downtown transit-oriented development area such that sewer flows may be impacted.  An evaluation of the current system will provide an up-to-date list of system deficiencies and will be a guide for our future maintenance projects.

·      This project has been determined to be Categorically Exempt per CEQA section 15301 (B) - Existing Facilities
·      A notice of exemption was filed with the County Recorder in January 2013
 
Fiscal Impacts
 
·      This project will cost $450,000, and will be funded by existing allocations in account 593-52-255
·      The subject contract is for $345,780
 
Budget Authority
 
This WPCP Enterprise Fund project will be funded with the money in account 593-52-255 that was allocated as part of the fiscal year 2012-13 budget.
