SUMMARY
This Consultant Services Agreement (CSA) provides for the design, permitting, and preparation of plans, specifications, and the engineer’s estimate for the Hesperian Blvd. Bike Lane Gap Closure project. This project will design new Class IV bike lanes along a segment of Hesperian Blvd. between East 14th Street and Bayfair Drive to enhance bicyclist and pedestrian safety in accordance with the 2024 San Leandro Bicycle and Pedestrian Master Plan.
RECOMMENDATIONS
Staff recommends the following actions:
• Award a CSA in the amount of $630,000 to Sanbell for engineering design services for the Hesperian Blvd. Bike Lane Gap Closure
• Authorize the City Manager or their designee to negotiate and approve individual contract amendments up to 5% (or $31,500) of the original contract amount
• Authorize the City Manager or their designee to negotiate and approve cumulative contract amendments up to 15% ($94,500) of the original contract amount.
• Appropriate $225,000 in grant funds from the Alameda County Transportation Commission (ACTC).
• Appropriate $100,000 in grant funds from the Metropolitan Transportation Commission (MTC); and
• Appropriate $29,249 in City matching funds to the subject project
BACKGROUND
The project area covers approximately 0.4 miles of Hesperian Blvd. between E. 14th Street and Bayfair Drive. Hesperian Blvd. is a major arterial roadway that begins in San Leandro and extends south, serving commercial uses with some residential pockets. While currently configured for vehicular traffic, it has the potential to function as a pedestrian and bicycle-friendly corridor. This project aims to enhance connectivity to existing and planned Class IV bikeways, including existing bikeways on Fairmont Drive, future Class IV bikeways on Hesperian Boulevard south of Bayfair Drive; the proposed Class IV bikeways on Bancroft Avenue (Crosstown Corridors project), and the proposed Class IV bikeways on E. 14th Street (under the Alameda CTC’s East Bay Green Way project).
In alignment with the recommendations of the approved San Leandro Bicycle and Pedestrian Master Plan, the City intends to redesign this segment of Hesperian Blvd. between E. 14th Street and Bayfair Drive, to enhance safety and mobility for pedestrians and bicyclists of all ages and abilities. The Hesperian Blvd. Bike Lane Gap Closure project proposes to upgrade the existing Class II bike lanes to protected Class IV bikeways where feasible and add or enhance existing crosswalks where needed. These bikeways will incorporate physical barriers such as curb medians, landscaping, and/or striping with flexible delineators to prevent vehicle encroachment. To accommodate these improvements, the project may require lane width reductions, removal of a travel lane, or modifications to the existing median.
On June 20, 2023, the City Council authorized the acceptance of $225,000 in grant funds from the Alameda County Transportation Commission (ACTC) for the subject project. However, the appropriation of these funds was not initiated at that time. The current City Council action includes the appropriation of the grant funds.
On June 2, 2025, the City Council authorized the acceptance of $100,000 in Active Transportation Capital Design Technical Assistance grant funds from the MTC for the subject project. The current City Council action also includes the appropriation of these grant funds.
Analysis
Staff requested proposals for design services for the Hesperian Blvd. Bike Lane Gap Closure project and received three qualified proposals. The request included a preference for local businesses; however, none of the three proposers are located within San Leandro. Sanbell was selected as the most qualified firm to provide services based on technical ability presented and a portfolio of high-quality similar work including traffic studies and design projects along E. 14th Street in unincorporated Alameda County and projects in Mountain View and Cupertino.
This contract represents Staff’s current understanding of the work required. However, the project will encroach into CalTrans jurisdiction at E.14th Street; coordination with CalTrans may create uncertainties on what will be required in the project design, permitting, and approval. For this reason, a contingency is recommended for approval. To minimize delays to the project and ensure that the scope of work can be adjusted as needed, staff requests authorization to issue individual contract amendments up to 5% or $31,500 each and cumulative contract amendments of up to 15%, or $94,500 of the original contract. This flexibility will ensure efficient completion of the project on budget and on schedule.
Additionally, in order for the grant funds to be made available for use on the project, the City Council must formally appropriate the ACTC and the MTC grant funds to the subject project.

Previous Actions
• On June 20, 2023, by Resolution No. 2023-077, the City Council approved and authorized the City Manager to enter into a project funding agreement with and to accept $225,000 in grant funds from ACTC, and to appropriate $29,249 in matching funds to the subject project
• On June 2, 2025, by Resolution No. 2025-238, the City Council approved and authorized the City Manager to enter into a project funding agreement with and to accept $100,000 in Active Transportation Capital Design Technical Assistance grant funds from MTC
• On June 9, 2025, by Resolution No. 2025-063, the City Council approved inclusion of the Hesperian Blvd. Bike Lane Gap Closure Project in the Capital Improvement Program 10-Year Plan for Fiscal Years 2026-2035 as a funded project and appropriated $495,000 to the subject project
Applicable General Plan Policies

Develop and maintain a bikeway system that meets the needs of both utilitarian and recreational users, reduces vehicle trips, and connects residential neighborhoods to employment and shopping areas, BART stations, schools, recreational facilities and other destinations throughout San Leandro and nearby communities
Permits and/or Variances Granted
Depending on the final design, if any work or changes occur at the E. 14th Street/Hesperian Boulevard intersection then CalTrans may need to review the project, and an encroachment permit may be necessary. Otherwise, no permit is required.
Environmental Review
The Hesperian Bike Lane Gap Closure project is categorically exempt from CEQA per Section 15301(C1) - Existing Facilities - of the CEQA guidelines. A Notice of Exemption was filed with the Alameda County Recorder's Office on May 16, 2025.
