ORDINANCE Approving New Speed Limits, Title 6, Chapter 6-1, Article 7, of the San Leandro Municipal Code, Establishing Prima Facie Speed Limits of 30, 35, and 40 Miles Per Hour on Various Street Segments Citywide

The City Council of the City of San Leandro does ORDAIN as follows:

 

                     Section 1.                     Pursuant to San Leandro Municipal Code Section 6-1-700 and Section 22357 of the California Vehicle Code, the City Council hereby determines that the prima facie speed limit shall be 30 miles per hour on:

•                     143rd Avenue between East 14th Street and Washington Ave

•                     Bancroft Avenue between Durant Avenue and Estudillo Avenue

•                     Bancroft Avenue between Estudillo Avenue and Blossom Way

•                     Bancroft Avenue between Blossom Way and East 14th Street

•                     Benedict Drive between Estudillo Avenue and Grand Avenue

•                     Callan Avenue between East 14th Street and Huff Avenue

•                     Davis Street between Doolittle Drive and West End

•                     Estudillo Avenue between East 14th Street and Bancroft Avenue

•                     Estudillo Avenue between Bancroft Avenue and MacArthur Boulevard

•                     Fairway Drive between Monarch Bay Drive and Menlo Street

•                     Farnsworth Drive between Lewelling Boulevard and Manor Boulevard

•                     Farnsworth Drive between Manor Boulevard and Purdue Street

•                     Grand Avenue between MacArthur Boulevard and Benedict Drive

•                     MacArthur Boulevard between Durant Avenue and Dutton Avenue

and the following streets shall be 35 miles per hour:

 

•                     150th Avenue between Hesperian Boulevard and East City Limit

•                     Adams Avenue between Doolittle Drive and Bigge Street

•                     Alvarado Street between Davis Street and Marina Boulevard

•                     Alvarado Street between Marina Boulevard and Portola Drive

•                     Benedict Drive between Grand Avenue and South City Limit

•                     Catalina Street between Fairway Drive and Farallon Drive

•                     Estudillo Avenue/Lake Chabot Drive between MacArthur Boulevard and Chabot Terrace

•                     Fairmont Drive between Hesperian Boulevard and East City Limit

•                     Fairway Drive between Menlo Street and I-880

•                     Farallon Drive between Doolittle Drive and Wicks Boulevard

•                     Floresta Boulevard between Purdue Avenue and Fremont Street

•                     Floresta Boulevard between Fremont Avenue and Washington Avenue

•                     Fremont Avenue between Alvarado Street and Floresta Boulevard

•                     Lewelling Boulevard between Sedgeman Street and East City Limit

•                     Merced Street between Williams Street and Wicks Boulevard

•                     Springlake Drive between Washington Avenue and Hesperian Boulevard

•                     Teagarden Street between Aladdin Avenue and Alvarado Street

•                     Washington Avenue between San Leandro Boulevard and Floresta Boulevard/Halcyon Drive

•                     Washington Avenue between Floresta Boulevard/Halcyon Drive and South City Limit

•                     Williams Street between Neptune Drive and Aurora Drive

•                     Williams Street between Aurora Drive and I-880

•                     Westgate Parkway between Wal-Mart Driveway and Williams Street

 

and the following streets shall be 40 miles per hour:

 

•                     Aladdin Avenue between I-880 and Alvarado Street

•                     Doolittle Drive between Davis Street and Marina Boulevard

•                     Doolittle Drive between Marina Boulevard and South End

•                     Foothill Boulevard between Durant Avenue and MacArthur Boulevard

•                     Halcyon Drive between Washington Avenue and Hesperian Boulevard

•                     Hesperian Boulevard between South City Limit and East 14th Street

•                     Lake Chabot Road between Chabot Terrace and East City Limit

•                     Lewelling Boulevard between Wicks Boulevard and Sedgeman Street

•                     Marina Boulevard between Menlo Street and Alvarado Street

•                     Marina Boulevard between Alvarado Street and San Leandro Boulevard

•                     San Leandro Boulevard between North City Limit and Davis Street

•                     San Leandro Boulevard between Williams Street and Washington Avenue

•                     San Leandro Boulevard between Washington Avenue and East 14th Street

•                     Wicks Boulevard between Lewelling Boulevard and Farallon Drive

•                     Wicks Boulevard between Farallon Drive and Merced Street

 

                     Section 2.                     This determination is based on an engineering and traffic survey, a copy of which is attached hereto as Exhibit A.  The City Council hereby finds that the above said speed limits will facilitate the orderly movement of vehicular traffic and will be reasonable and safe.  The speed limits shall be effective when appropriate signs giving notice thereof are erected upon the street.

                     Section 3.                     These provisions of Section 1 shall be added to Chapter 13, Section 1300 of the San Leandro Traffic Code.

                     This ordinance shall take effect thirty (30) days after adoption.  The City Clerk is directed to publish the title once and post a complete copy thereof on the City Council Chambers bulletin board for five (5) days prior to adoption.
