SUMMARY AND RECOMMENDATIONs

 

Staff recommends the City Council approve a resolution to:

                     Approve and authorize the City Manager to execute an Amendment to the existing $596,965 consulting services agreement with Building Futures with Women and Children (BFWC) for an additional $238,700 using grant funds, for a total not to exceed amount of $835,665.

 

BACKGROUND

 

The 2022 Alameda County Homeless Point in Time (PIT) count captured San Leandro’s total homeless population at 409 individuals, of which 97 are sheltered,119 are living in a tent, 86 are in a car/van, 78 are in recreational vehicles, and 29 living on the streets or outside.

 

The proposed amendment is intended to expand an ongoing partnership between BFWC and the City of San Leandro to support the health and wellbeing of the City’s unhoused residents, including the provision of interim housing services during the current fiscal year that were not included in the previously adopted services agreement. 

 

On May 1, 2023, the Council adopted a Resolution to Authorize the City Manager to accept the Alameda County Homeless Housing, Assistance, and Prevention Program (HHAP) Funds and Corresponding Appropriations in the amount of $500,091 to operate subsidies in new or existing affordable or supportive housing units, emergency shelters, non-congregate shelters, interim or bridge housing, and navigation centers.

 

This project supports the sustainability of existing services at two local emergency shelters.  Services include interim housing, case management and services that will include the following activities and support services: meals, on-site case management, individual therapy, life skills coaching, domestic violence and parenting support groups, evening children's activities, and access to health care and other services. In addition, residents will receive support with housing navigation services with the goal of helping individuals move from the shelter to transitional and permanent housing.

 

Analysis

 

There are limitations as to how the HHAP funds may be spent. Fortunately, BFWC already has in place an agreement with the City to provide the types of services that are eligible for usage of the HHAP County-awarded funds. BFWC is also capable of utilizing the funds to expand those existing services as proposed by the amended contract. The expanded scope of services includes additional services to individuals experiencing homelessness, and the provision of interim housing services at two locations to provide unhoused individuals with a safe and supportive environment as they are supported to rapidly obtain permanent housing.

 

Legal Analysis

 

The consultant has agreed to the terms of the contract.  The City Attorney’s Office reviewed this staff report, the contract, and the resolution to approve as to form.

 

Financial Impacts

 

The additional proposed contract cost of $238,700 will be used during the current 2022-2023 fiscal year using available County funds that were previously accepted and appropriated in account 010-63-014-5120
