The meeting was called to order at 8:32 a.m.
1. Self Introductions
Members of the Disaster Council introduced themselves and the agencies they represent.
2. Report on the March 16 EOC Exercise
Kathy Ornelas described the goals and intent of the March 16 Emergency Operations Center (EOC) Exercise. It was not a fully functioning event and was a ‘surprise’ to City staff when activated. In short, it was to be a reporting and set-up event to see if the communication system was working and to verify the timing to set up an EOC. The facilities staff was able to arrive within seven minutes and initiate. Overall, the exercise was a success and staff learned some operational lessons for the future (e.g., the phones may need to be re-booted). There was also a brief discussion on water supply and distribution; East Bay Municipal Utility District (EBMUD) has developed a plan for mass quantities of potable water. There was a good facilitation by Dave Rocha, Alameda County Fire Department (ACFD).
The next exercise will be organized by the ACFD in 2013. It will be an active ‘table top’ event. This event is part of the statewide Golden Guardian exercise. Marla Blagg, ACFD, stated that it is still in the planning stages and that the event will be focused on the Bay Area region.
The Committee members discussed the need for position training prior to the larger event exercise and the need for staff to be updated with any new information. It was suggested that a smaller staff training occur prior to this event; it was also suggested to have a training that includes San Leandro Hospital and other related agencies to test communication systems. It was also stated that an Urban Shield event will be held in October of this year and will be using the San Leandro’s Incident Command Center. Staff stated that, as a reminder, Urban Shield is a public safety-based response event, not an earthquake or EOC testing event for City staff and agencies.
3. Transition of EOC Management Duties to Alameda County Fire Department
ACFD Chief Sheldon Gilbert stated that the EOC responsibilities would now be with ACFD and that they would be taking a greater role. This is due to the changes in staffing within the City Manager’s Office. Jacqui Diaz will serve as the liaison with ACFD. With regards to contacts and lists, Marla Blagg mentioned that an emergency card for resources has been developed and will be brought to a future meeting.
4. Goal Setting for 2012 Based on Brainstorming from January’s Meeting
At the January 2012 Disaster Council meeting, a list of potential work projects had been “brainstormed.” A prioritizing exercise was done with that list; the results are attached. There was some discussion to have the goals include a partial EOC exercise in 2013 and a full EOC in 2014; the work plan developed from the prioritizing exercise could help develop a calendar for the next three years. Staff will continue to coordinate the calendar and exercises through ACFD.
5. Set Date for Next Meeting
The next meeting was tentatively set for Friday, July 27.
6. Disaster Council Member Comments (Roundtable)
Member Mike Katz mentioned the recent SLUSD facility assessment and generally all was in good shape.
7. Public Comments
The committee members and public in attendance expressed their appreciation for Kathy Ornelas and her time with the Disaster Council, as well as efforts in getting the EOC supplied and ready for use.
