John O’Driscoll, Associate Engineer and Coordinator of the High School and College Interns introduced the Engineering and Transportation Department’s Interns for Summer 2015

2. DISCUSSION ITEMS -
2.A. 15-426 Discussion and Update on San Leandro BART Transit Center Design
Joe Callaway, Project Manager for the San Leandro Transit Center gave a presentation for AC Transit on the following:
• Updated Transit Center Design
• Working with BART on bus stops
• Additional parking gained in latest design (29 space net loss)
• One way driveway entering from San Leandro Boulevard is provided
• Maintain landscaping of the median with removal of left turn pocket causing relocation of the palm trees
• Wants feedback from the Committee
The Committee expressed concerns about the art component of the Transit Center, maintaining parking spaces and parking lot access, shuttle stop locations and expanded service, decorative crosswalks and crosswalk safety features.
The project will go out to bid sometime in October 2015. Construction will begin towards the end of July 2015 on the rebuilding of the San Leandro BART substation, and will last for one year. Forty-two parking spaces will be lost for the duration of the renovation.
Mayor Cutter expressed appreciation for the updates that BRT is giving to the Committee, and the Committee is looking forward to receiving display boards to exhibit at the Library as a way to keep the community aware of the progress. These updates, as well as BART and AC Transit updates will also be disseminated at future Town Hall meetings, per K. Cooke.
2.B. 15-427 Discussion Regarding Helen Lawrence Theater
K. Foley provided an update on the Helen Lawrence Theatre and gave a presentation of the theatre’s current condition. K. Cooke discussed how after deeper investigation the project scope being larger than what was originally envisioned, and as a result, the cost will be upwards of $200,000 or $300,000 to bring the building up to code and incompliance with ADA requirements.
Staff will include the theatre renovations in the Capital Improvement Project for review with the minimum project cost being $240,000.
Performances by Brian Copeland will be held at the Main Library; Bay Area Children Theater will potentially provide programming in collaboration with the Recreation & Human Services Department.
Suggestions regarding use of the theater were made that include partnering with the Trades; exploring the renaming of the theater; including the theater as part of the Police Department expansion project; use as an overflow office for the SLUSD; or rent to benefactors to sponsor arts.
2.C. 15-428 Project Updates -
C. Battenberg discussed the use of a rainbow style design decorative (artistic) crosswalk on the West Juana Pedestrian Improvements at the Clark and Juana intersection. The Committee proposed that the decorative crosswalk design be reviewed by the Arts Commission and/or Council. Councilmember Reed would like to see a consistent pattern throughout City. She is open to incorporating rainbow colors in the existing wagon wheel pattern instead of a new pattern entirely.
The Committee recommends researching the design options for rainbow color for the new wagon wheel pattern or traditional pattern at the crosswalks. The idea will be revisited at the first Council meeting in September.
Concrete work begins in early part of August 2015, and takes ten weeks to complete. The project is anticipated to end by the latter part of October 2015. There is time to decide on the crosswalk since the crosswalks are installed at the end of the project.
2.D. 15-429 Discussion Regarding Future Facilities and Transportation Committee
Meeting Dates and Times -
The Facilities meetings will remain on the first Tuesday of every month, but the new meeting time will be at 5:00 PM beginning with the meeting on October 6, 2015.
2.E. 15-430 Discussion Regarding Future Agenda Items -
K. Cooke reviewed future agenda items.

4. COMMITTEE MEMBER COMMENTS
Councilmember Lopez is looking forward to reviewing the traffic calming measures update that is scheduled on the October agenda, as well as the upcoming review of Bicycle Projects.
Councilmember Reed expressed disappointment in the communication efforts by BART and AC Transit to the City.
