SUMMARY AND RECOMMENDATIONS
 
Staff recommends authorizing the City Manager to approve plans and specifications and call for bids on the subject project.
 
BACKGROUND
 
On March 2, 2009, the City received a Project Grant Amount of $3,740,998 from the East Bay Regional Parks District pursuant to the Measure WW Park Bond.  The funds are for the acquisition and development of neighborhood, community, regional parks and recreation lands and facilities.  The City asked citizens for their input on how they would like the money spent and chose to proceed with the top ten projects.
 
The subject project received an allocation of $988,000 towards renovation of three group picnic areas (the Seagull, Mallard, and Otter areas) at Marina Park.  These three picnic areas are over 40 years old, and their original wooden shade structures were removed several years ago due to deterioration.  This project will renovate each picnic area with new concrete, wind screens, picnic tables, barbeque pits, serving tables, trash cans and fabric panels for shade.
 
Analysis
 
Construction of this project is scheduled to overlap with another City project to replace the irrigation system at Marina Park (COSL Project No. 11-150-62-111).  Marina Park will be closed for construction for both of these projects starting late 2012 to minimize disruption to park users.  To meet this schedule, staff requests that the City Manager be authorized to approve plans and specifications for the project (thereby initiating bidding on the work) during the month of August while the City Council is on recess.  Award of the construction contract will be made at a regular City Council meeting, anticipated for this September 2012.
 
Previous Actions
 
·      On February 17, 2009, by Resolution No. 2009-023, City Council authorized the application for grant funds from East Bay Regional Park District under Measure WW, the Park Bond Extension

This project was presented at the May 9, 2012 Facilities and Transportation Committee meeting.
 
Applicable General Plan Policies
 
This project is consistent with General Plan Goal No. 21 - Rehabilitation of existing parks policy.
 
Permits and/or Variances Granted
 
The contractor must obtain a building permit from the City of San Leandro Community Development Department for installation of the shade structures.
 
Environmental Review
 
A CEQA review was completed for the project and it was determined to be Categorically Exempt in accordance with CEQA section 15301, Existing Facilities.  A Notice of Exemption for this project was filed with Alameda County on March 26, 2010.
 
This approval qualifies for a statutory exemption under CEQA Guidelines section 15268, ministerial projects.  
 
Code Compliance Review
 
All improvements shall meet current accessibility requirements.
 
Summary of Public Outreach Efforts
 
·      A public meeting was held onsite on August 20, 2011 prior to the start of project design.  Questionnaires were also sent out by the Recreation and Human Services Department to prior users of the group picnic areas
·      This project was presented at the May 9, 2012 City Council Facilities and Transportation Committee
·      The conceptual design was posted on the City's website and will be presented at the San Leandro Farmer's Market on Wednesday, July 18, 2012
 
Fiscal Impacts
 
·      The total cost of the Marina Group Picnic Area renovations project is $988,000
·      Construction cost is estimated to be $892,000; including contingencies.
 
Budget Authority
 
The improvements will be funded using Measure WW grant funds provided by the East Bay Regional Parks District, appropriated in CIP Account No. 150-62-107 approved by City Council as part of the 2010-2011 City budget.
