Staffreport

SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve a resolution ratifying the Memorandum of Understanding (MOU) between the City of San Leandro and the San Leandro Police Management Association (SLPMA) for the period covering July 1, 2015 through December 31, 2019.

BACKGROUND

The San Leandro Police Management Association (SLPMA) is the bargaining unit for the ranks of Captain and Lieutenant, and represents eight (8) full-time, sworn management employees. The City and SLPMA negotiators reached a tentative agreement, which presented to the City Council for its approval. The proposed MOU may be subject to administrative corrections for clerical purposes as necessary.

Analysis

The City and SLPMA have reached a tentative agreement based on the terms negotiated. The major elements of the tentative agreement include the following:

Term

The proposed term of the MOU is July 1, 2015 through December 31, 2019 (4.5 years).

Wages

Wage increases will be effective as follows:

Effective January 1, 2016, a three (3%) percent salary increase.

Effective January 1, 2017, a three (3%) percent salary increase.

Effective January 1, 2018, a three (3%) percent salary increase.

Effective January 1, 2019, a three (3%) percent salary increase.

Medical

The City’s contribution will be increased as follows:

                     Employee only                     + $25

                     Employee +1                     + $50

                     Employee +2 or more                     + $75

Thereafter, employees will pay 50% of premium increases based on the Kaiser rate.

Education Incentive

SLPMA members will now be eligible to receive Educational Incentive pay provided employees possess the appropriate certification.

Peace Officer Standards and Training (POST) Supervisor certificate, four (4%) percent of base salary.

POST Management certificate, six (6%) percent of base salary.

Longevity

SLPMA members will now be eligible to receive Longevity pay after completing the requisite years of continuous service with the City of San Leandro.

Fifteen (15) years City service, two (2%) percent of base salary.

Twenty (20) years City service, four (4%) percent of base salary.

Twenty-five (25) years City service, five (5%) percent of base salary.

Management Development Program

The management development reimbursement will be increased from $750 to $1,000 per year for reimbursement of career development training, technology, fitness and health expenses.

Previous Actions

On September 16, 2013, by Resolution No. 2013-123, the City Council approved the prior MOU for the period January 1, 2013 through June 30, 2015.

Fiscal Impacts

The MOU is effective July 1, 2015 but the financial terms of the MOU will go into effect January 1, 2016. The total increased cost over the life of the MOU is approximately $802,000, which primarily represents the 3% wage increase each year and the implementation of the Education Incentive and Longevity pays. The financial impact is approximately $96,000 in the first year (FY 2015-16); $194,000 in the second year (FY 2016-17); $199,000 in the third year (FY 2017-18); $207,000 in the fourth year (FY 2018-19); and $106,000 in the final year (FY 2019-20) for the six months ending December 31, 2019.
