SUMMARY AND RECOMMENDATION

 

The City, as Successor Agency to the Redevelopment Agency of the City of San Leandro, proposes to sell the property located at 2101 Marina Blvd., known as “old” Fire Station #11, for development as a community-serving commercial use.

 

Staff recommends that the Planning Commission find that the proposed sale and development of the parcel located at 2101 Marina Blvd (APN: 079A-0568-005-00) is consistent with the City’s 2035 General Plan.

 

BACKGROUND AND DISCUSSION

 

In 2003, the San Leandro Fire Station #11 was relocated from 2101 Marina Boulevard to its new location at 2194 Williams Street. The building was used as a fire house from the 1950s until the early 2000s. The parcel at 2101 Marina Boulevard is a 0.35 acre property. The parcel was conveyed from the City of San Leandro to the former Redevelopment Agency in 2003 for the purposes of carrying out the Redevelopment Plan of the West San Leandro-MacArthur Boulevard Redevelopment Project Area. The Site contains a one-story, 4,049 square foot concrete-block building and includes space for approximately 30 off-street parking spaces in a rear fenced and paved yard.

 

The property at 2101 Marina Boulevard is among 22 properties that were owned by the Redevelopment Agency of the City of San Leandro (“RDA”) at the time of its dissolution in February 2012. Pursuant to the redevelopment dissolution statutes, ownership of these properties transferred to the Successor Agency of the Redevelopment Agency of the City of San Leandro (“City”). The City is now responsible for disposition of properties owned by the former Redevelopment Agency. 

 

The City released a Request for Proposals for purchase and development of the property at 2101 Marina Boulevard in early 2017. Responses received in February contained proposals for various community-serving commercial uses for the site. City staff have reviewed the responses and have made a recommendation to the City Council and Successor Agency Oversight Board regarding the developer whose vision most clearly meets the City’s goals as outlined in the 2035 General Plan, as well as applicable special area plans. Based upon their direction, City staff will negotiate with the recommended developer and present a Purchase and Sale Agreement for approval by the City Council and Oversight Board.

 

LOCATION & LAND USE DESIGNATIONS

 

The subject site has a Neighborhood Commercial (CN) Land Use designation and is immediately surrounded by commercial as well as industrial (to the north and east), and residential (to the south and west) uses. The CN designation “corresponds to small shopping centers or clusters of streetfront buildings with local-serving businesses and services,” while residential and mixed uses may also be considered. 

 

The site is zoned Commercial Neighborhood with “S” Special Review Overlay Zoning District or CN(S). The proposed community-serving commercial use is consistent with the “S” Special Review Overlay Zoning District for the area of Marina Boulevard between Doolittle Drive and Washington Avenue.  In particular, the Marina entryway area of this district, between Doolittle Drive and Interstate 880, is recognized as a gateway to the San Leandro Marina, as well as from the Oakland Airport. The proposed future development shall meet the goal that this area include “high quality commercial uses that capitalize on both the neighborhood serving uses and regional attraction of the area.”

 

 

REQUIRED PLANNING COMMISSION ACTION BACKGROUND

 

Under Government Code Section 65402, the Planning Commission must find that the proposed disposition of property, in this instance, sale of the Successor Agency site for a community-serving commercial use, is in conformance with the General Plan. The sale of the site is consistent with the following policies of the 2035 General Plan:

 

                     Policy LU (Land Use)-2.1                     - Complete Neighborhoods

Complete Neighborhoods. Strive for “complete neighborhoods” that provide an array of housing choices; easy access to retail stores, commercial services, and medical care; quality public schools; great parks and open spaces; affordable transportation options; and civic amenities.

 

ENVIRONMENTAL REVIEW

 

The General Plan Conformity Finding is not subject to the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15378, in that it is not a project as defined by CEQA.
