SUMMARY

 

The Peregrine Pro Software platform will enhance the Police Department’s capabilities in crime and data analysis, facilitate secure interagency record connectivity with California law enforcement partners, and improve records management processes, including document cleaning and purging.

 

RECOMMENDATIONS

 

Staff recommend that the City Council adopt a resolution authorizing the City Manager to execute a sole source procurement and execute an agreement with Peregrine Technologies for the acquisition and implementation of the Peregrine Pro software platform for the Police Department. The agreement includes a three-year initial term and provides for two (2) optional one-year extensions.

 

BACKGROUND

 

The Department has prioritized the modernization of its information systems and analytical capabilities to better support law enforcement operations and regional collaboration. This focus aligns with broader objectives to enhance public safety, improve service delivery, and ensure compliance with applicable laws and standards governing law enforcement data management and interagency cooperation.

 

The San Leandro Police Department uses multiple data systems for its daily operations, such as computer-aided dispatch, records management, digital evidence systems, personnel databases, and document management solutions. Most of these systems are not linked and require a significant amount of time, training, and effort to cross analyze case-related data to effectively investigate crime trends and efficiently retrieve statistical data.  Integration of these systems is essential for efficient information sharing, accurate crime analysis, effective records management and efficient statistical data retrieval. The complexity of these requirements is further heightened by the need to maintain secure connectivity with partner agencies throughout the State of California, while adhering to stringent data privacy, security, and retention standards.

 

Analysis

 

The Police Department evaluated technology solutions capable of supporting advanced analytics, secure data integration, and comprehensive records lifecycle management. Peregrine Technologies has been identified as the provider capable of delivering an end-to-end software solution that meets the unique needs of the Police Department.  Their software offers a comprehensive suite of capabilities, including:

 

•                     Purpose-built data integrations specifically for systems used by the Police Department (Tyler Tech CAD/RMS, InTime, LEFTA, Axon Evidence.com)

•                     Fully integrated features such as advanced search, mapping, link analysis, reporting, and dashboards

•                     Proprietary data deduplication algorithms

•                     A secure collaboration and data sharing functionality

•                     Fully open and interoperable architecture

•                     End-to-end security, CJIS and CAL DOJ compliant

 

Peregrine Technologies has provided documentation verifying its unique qualifications to deliver this solution.

 

Financial Impacts

 

There is no fiscal impact to the General Fund with this request.  The Police Department is required to spend SLESF grant money in a way that advances public safety; this software procurement complies with that funding requirement. 

 

The Police Department requests a total appropriation of $705,000 from the Supplemental Law Enforcement Services Funds (SLESF) Grant (aka Frontline) into Account F214-CC098-SC036.
