SUMMARY AND RECOMMENDATIONS
 
This contract provides for replacement of a portion of the roof on City Hall.  
 
Staff recommends award of the construction contract to the low bidder, State Roofing Systems, in the amount of $95,398 for the subject work.
 
BACKGROUND
 
In 2006, a roof survey was conducted by Skyline Engineering to evaluate the condition of all roofs on City-owned buildings.  The survey included an assessment of roof condition and a budgetary estimate for repair/replacement.  The portion of the City Hall roof over the Finance Department and Environmental Services offices was found to be in poor condition, and replacement was recommended.
 
Analysis
 
A total of five bids were received on April 30, 2014 ranging from $95,398 to $126,305.  The pre-bid engineer's estimate for construction was $122,500.
 
This project is subject to the local business ordinance which provides for a local business preference of 10% when comparing bids.  Three bids were received from local businesses and were evaluated using the preference.  State Roofing Systems, a local business, submitted a bid of $95,398 that was lowest bid with or without applying the local business preference provision.
 
Permits and/or Variances Granted
 
The contractor will obtain a roofing permit from the Community Development Department.
 
Environmental Review
 
This project has been determined to be categorically exempt from CEQA per section 15301 - Existing Facilities.  Repair and maintenance of existing structures is covered by this section of CEQA.
 
Summary of Public Outreach Efforts
 
This project was advertised in the Daily Review on March 8, 2014.  Staff contacted contractors and past bidders via email to request bids for the subject project.
 
No further outreach is planned.
 
Fiscal Impacts
 
The total project cost including design, construction, contingencies and construction management is estimated at $160,000.
 
Budget Authority
 
This project will be funded by existing funds in account 687-18-134 appropriated as part of the City Budget for fiscal year 2013-14.
