SUMMARY AND RECOMMENDATIONS
 
This contract provides for the replacement of signal equipment, installation of a vehicle detection system, accessible pedestrian signals and modifications to related signage and pavement markings at the intersection of Monterey Boulevard and Bradrick Drive.
 
Staff recommends award of a construction contract to the low bidder, Columbia Electric, Inc. in the amount of $269,441 for the subject work.
 
BACKGROUND
 
The Washington Avenue and Monterey Boulevard/Bradrick Drive intersection has had one of the highest collision rates in the City for years despite numerous changes including prohibiting north bound left turns, revised signage and pavement markings, and adjustments to signal timing.  This project will install a new signal with additional signal heads positioned over the travel lanes on mast arms and with protected left turn phases for northbound and southbound Washington Avenue.  The new signal is expected to dramatically reduce the collision rate at this intersection. In preparation for this project, left turn restrictions at this intersection were removed from the San Leandro Traffic Code in 2012. This project is partially funded by a grant from the 2010/11 cycle of the Highway Safety Improvement Program.
 
Analysis
 
A total of four bids were received on May 14, 2015 ranging from $269,441 to $503,900.  Columbia Electric, Inc. submitted the lowest responsive bid at $269,441.  The pre-bid engineer's estimate for construction was $234,115.
 
Previous Actions
 
·      On February 5, 2007 by Resolution No. 2007-005, the City Council approved the Administering Agency-State Master Agreement for Federal-Aid Projects
·      On March 5, 2012 by Ordinance No. 2012-003, the City Council amended the City of San Leandro Traffic Code, to permit left turns from Washington Avenue onto Monterey Boulevard and Bradrick Drive.
·      On May 20, 2013 by Resolution No. 2013-066, the City Council executed a Program Supplement Agreement to receive federal funds for this project
 
Applicable General Plan Policies
 
·      This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action Item 16.03-A:  Funding for Maintenance.
·      This action is consistent with Traffic Safety Goal No. 18 of the General Plan and Action Item 18-02.
 
Environmental Review
 
This project was deemed categorically exempt from CEQA per Section 15301(c) - Existing Facilities.  A Notice of Exemption was filed with the County Recorder on May 5, 2015.
 
Summary of Public Outreach Efforts
 
This project was advertised in the Daily Review as well as in three other newspapers whose circulation reflects the diversity of San Leandro.  Staff also notified contractors interested in working with the City via email and sent plans to fifteen bid houses.
 
Fiscal Impacts
 
·      The total project cost including design, construction, contingencies and construction management is estimated to be $414,832.
 
Budget Authority
 
·      Grant funds in the amount of $373,300 were allocated to this project in account 150-28-190 on 12/6/2011.
·      DFSI funds in the amount of $41,532 were allocated to this project for the match in account 120-28-190 as part of the Fiscal Year 2011/12 budget.
