SUMMARY

 

This action authorizes an increase to an existing contract with Jason R. Zalinski for Inspector of Record services related to the construction of the San Leandro Police Building and South Offices Modifications project.

 

RECOMMENDATIONS

 

Staff recommends authorizing execution of Amendment No. 1 to an existing Consultant Services Agreement with Jason R. Zalinski for an Inspector of Record Services for the subject project.

 

BACKGROUND

 

Portions of the first floor of the San Leandro Police Building are currently under construction as part of the subject project.  The building is an essential service building as defined in the California Administrative Code and requires that an independent Inspector of Record (IOR) be onsite for continuous inspection during construction to ensure that work meets code and complies with the project plans and specifications.

 

Analysis

 

Jason R. Zalinski was hired as the IOR for the work currently in construction at the Police Building, since he has over 38 years of experience in the construction field, and he has been providing services as an IOR since 1999.  He has also been serving as the IOR for projects in the City for the San Leandro Unified School District.

 

The work at the Police Building is taking longer than originally anticipated to complete due to unforeseen conditions, owner requested changes, design changes, utility delays, and contractor delays.  Construction at the Police Building is scheduled to be completed in spring 2023, which is beyond the original timeline on the IOR services contract by 14 months.  At an estimated expenditure rate of $5,700 per month for this contract, it is anticipated that an increase of $79,800 to the original contract will be required by the end of the construction. The authorization of Amendment No. 1 will ensure that City can retain the services of the IOR, in compliance with the California Administrative Code Section 4-342, for the duration of the construction.

 

 

Previous Actions

 

                     None, the amount of the original CSA was below the threshold for Council Approval.

Permits and/or Variances Granted

 

Building permits were issued for the construction of the subject project by the City’s Building and Safety Services Division of the Community Development Department.

Environmental Review

 

This project was deemed Categorically Exempt per California Environmental Quality Act (CEQA) section 15301 (A and C) - Existing Facilities.

 

Financial Impacts

The cost of Amendment No. 1 is $79,800 which will bring the entire contract amount to $129,300.  The total estimated cost of the project is $11,134,983.

 

 Completion of the subject project will require Council appropriation in the amount of $942,000 for the project.  The new funding is requested under a separate Council action.
