SUMMARY

 

The project will repair a damaged wall and replace stucco on the inside of the east wing parapet.  Demolition revealed additional damage that must be repaired.

 

RECOMMENDATIONS

 

Staff recommend the City Council adopt a resolution to increase change order authorization from 25% (as authorized by Resolution 2026-083) to 45% ($143,324) of the original contract amount.

 

BACKGROUND

 

A contract with T&S Intermodal Maintenance (dba T&S West) for repair of the south wall of meeting room C at the Marina Community Center (MCC) and for removal of stucco along another 245 lineal feet of parapet was approved by City Council on January 20, 2026 by Resolution No. 2026-006.

 

An update to City Council on June 15, 2026 described wall framing damage and parapet sheathing damage that was discovered during the work and requested authorization to issue change orders up to 25% of the original contract.

 

Continuing work on the building has revealed that the parapet sheathing damage extends to the exterior face of the parapet in two locations and generally extends below the top of the roofing curb.  Work has also revealed that the roof deck plywood and insulation is damaged in the Southeast corner of the building.

 

 

Analysis

 

The staff report presented June 15, 2026 itemized known change orders for stucco finish, temporary pedestrian facilities, and wall framing for a total estimated cost of $45,000

 

The exterior face of the parapet is damaged in two locations, each about 50 sf in size.  Each location requires new framing, sheathing and stucco.  The estimated cost of this item is $23,600.

 

The building has a flat roof with a thermoplastic polyolefin membrane that rolls up onto the parapet about 10”.  The parapet sheathing damage extends below this roof curb and repair requires opening the roof for approximately 140 lineal feet beyond the original contract scope of 45 lineal feet.  The estimated cost for parapet framing, plywood sheathing, and roof work is $48,585

 

The roof deck (plywood) and insulation has water damage in the southeast corner of the building.  The roofing will need to be removed to determine the full extent of damage; the City is currently carrying $10,000 as a placeholder for this item.

 

It is possible that additional damage will be discovered.  The requested authority to issue change orders covers the items listed above plus an additional $16,139 to cover as yet undiscovered damage.

 

To repair the uncovered damage as well as to provide an allowance to repair damage that has not yet been discovered in a timely fashion and to avoid delaying work, staff request approval to issue change orders to the contractor for up to 45% ($143,324) of the original contract amount.  Staff believe there is a good chance that the final contract amount will be within the authorized limits; however, the full extent of damage is estimated at this time, and additional authorizations could be required to finish the work.

 

Permits and/or Variances Granted

 

All work is covered by a building permit issued by the Building Division in the Community Development department.

 

Environmental Review

 

This project consists of repairing an existing facility with no expansion of use and thus is exempt from environmental review per California Environmental Quality Act Section 15301.

 

Financial Impacts

 

This Council action will not impact the fund balance because sufficient funds are included in the FY 2026 adopted budget for this project in the Capital Improvement Fund 210-18-158:

                     Change orders up to 45%: $143,324
