SUMMARY AND RECOMMENDATIONS
 
It is recommended that the City Council authorize the City Manager's execution of a Grant Funding Agreement for funding, committing matching funds and stating the assurance to complete the West Juana Pedestrian Improvements Project with the Alameda County Transportation Commission (Alameda CTC) for $346,000 of Measure B Bicycle/Pedestrian Countywide Discretionary Funds for the design and construction of the West Juana Pedestrian Improvements Project.  
 
BACKGROUND
 
Alameda CTC's FY 2012-13 Coordinated Program included multiple fund sources allocated under a unified programming and evaluation schedule.  The City applied for four discretionary projects and was awarded one project that will be funded by Measure B Bicycle/Pedestrian Countywide Discretionary Funds.  The City was awarded $346,000 for the West Juana Pedestrian Improvements Project.  The grant requires $378,000 in matching funds to provide for the total project amount of $724,000.
 
The City is required to submit a Resolution of Local Support by June 30, 2013 to receive OneBayArea Grant (OBAG) funding.  A funding agreement will be forwarded to Council for approval at a later date.
 
Analysis
 
The City submitted four projects for discretionary funds as part of the Alameda CTC's FY 2012-13 Coordinated Funding Program.  The projects submitted included: 1) East 14th Street South Area Streetscape Project; 2) San Leandro Bikeways - West; 3) San Leandro Downtown Parking Management Plan; and 4) West Juana Pedestrian Improvements.
 
Of the 23 awarded projects countywide, the West Juana Pedestrian Improvements Project was the only San Leandro project selected for funding.  The project was awarded $346,000 of the required $724,000 for design, construction and construction administration of the project.  To obtain the funds, the City must agree to provide the match of $378,000.
 
The funded projects were selected by the Alameda CTC using the OBAG Programming Guidelines that were approved by the Alameda CTC at its December 2012 meeting.  The guidelines included programming categories, program eligibility and screening and selection criteria that focused on the PDA Supportive Transportation Investments.
 
The West Juana Pedestrian Improvement Project did well because it is located within the City's Downtown Transportation-Oriented Development (TOD) area.  The Project's intent is to improve connections between the San Leandro BART Station and the Downtown area through renovations to the east to west pedestrian connection along West Juana Avenue.  This project is identified in the San Leandro Bicycle and Pedestrian Master Plan as a high priority project.
 
The project will provide for the design and construction of sidewalk bulb-outs and enhanced crosswalk treatments along West Juana at the intersections of Carpentier, Clarke and Hays Streets.  West Juana Avenue will be narrowed by four feet and the sidewalk between San Leandro Boulevard and Carpentier Street will be widened.  These enhancements will improve the pedestrian experience and usability for those that have difficulty crossing busy streets.
 
Previous Actions
  • On April 15, 2013, by Resolution No. 2013-049, the City Council adopted a Resolution Authorizing the City Manager to file an application for OneBayArea Grant Funding through the Metropolitan Transportation Commission for the San Leandro Boulevard Reconstruction Project
  • On February 4, 2013, by Resolution No. 2013-018, the City Council adopted a resolution for a Complete Streets Policy for regional and county funding requirements

Fiscal Impacts
 
The estimated project cost is $724,000. The Measure B Bicycle/Pedestrian Countywide Discretionary Funds will provide $346,000 toward the project. The required matching funds of $378,000 will be provided from the City's Measure B Pass-Thru Funds and will be appropriated at a later date.
 
Budget Authority
 
The appropriation of grant funds of $346,000 and Measure B Pass-Thru funds of $378,000 to complete this project will be completed when ACTC forwards the Funding Agreement.
