SUMMARY
ANI Private Security and Patrol, Inc. currently provides security services at City facilities. Staff recommends amending the existing agreement to extend security services at all City facilities through June 30, 2026, and to continue the increased service hours at the Senior Community Center to 8.5 hours per day, Monday through Friday. This second amendment increases the total contract amount by $162,584, bringing the total contract value to $342,584.
RECOMMENDATIONS
Staff recommend that the City Council approve and authorize the City Manager to execute Amendment No. 2 to the Non-Professional Services Agreement with ANI Private Security and Patrol, Inc.to continue providing contracted security services at City facilities.
BACKGROUND
The City of San Leandro has contracted with private security firms to provide security services for rental events at the Marina Community Center and Senior Community Center since 2011. In 2025, services increased to provide coverage Monday through Friday during business hours at the Senior Community Center.
In June 2021, as part of the limited reopening of City facilities, ANI Private Security and Patrol, Inc. was contracted to provide front desk security at City Hall to manage visitor check-ins. A security officer has also been stationed at the Lorraine Blvd. entrance to City Hall, assisting with customer service, facility patrols, and enforcement of safety regulations.
Analysis
Staff recommend extending the agreement with ANI Private Security and Patrol, Inc. for one additional year, through June 30, 2026. Service to City Hall will continue until a full-time Security Aide is hired. The estimated cost for service at City Hall for a limited duration is $20,000.

Financial Impacts
Sufficient funds are in the Fiscal Year 2025-2026 General Fund budget for security services:
• General Fund - Recreation, Account 010-61-025-5866: $75,000
• General Fund - Human Services Account 010-63-006-5866: $67,584
• General Fund - Administration, Account 010-12-020-5866: $20,000
Total $162,584
This Council action will not impact fund balance because there are funds available in the FY2025-2026 adopted budget.
