SUMMARY AND RECOMMENDATIONS

 

Staff recommend that the City Council adopt a resolution approving the appointment of Joseph Kreins as Interim Police Chief beginning June 15, 2026 pursuant to Government Code Section 21221 (g) for temporary employment as a retired annuitant while Police Chief Angela Averiett is on leave of absence.

 

Background

 

Police Chief Angela Averiett is currently on administrative leave for an undefined period of time. Joseph Kreins was appointed by the City Manager to serve as the Interim Police Chief beginning June 15, 2026.

 

In order to comply with Government Code Section 21221(g), the City Council must adopt a resolution approving the interim appointment of Joseph Kreins. Such a resolution is required when a retired annuitant is employed to fill a position because of a leave of absence that is granted to a person on payroll status for a period not to exceed one year and found by the governing body to require specialized skills. This appointment will also be subject to applicable laws under Government Code Section 7522.56(d), which limits the number of hours to 960 hours in a fiscal year.

 

Joseph Kreins brings more than 45 years of public safety and municipal government experience to the role. Throughout his distinguished career, he has served as Chief of Police for the cities of Sausalito, Novato, and Vallejo, and as Assistant City Manager for the City of Sausalito.

 

Fiscal Impacts

 

This action will not impact fund balance, as there are sufficient salary savings to cover the cost associated with the appointment of Interim Police Chief in FY 2026 and FY 2027. For this position, the applicable hourly rate is $157.59 for FY 2026 and will adjust to $162.32 for FY 2027. These rates are equivalent to the base salary for Police Chief as approved on the master salary schedule. In accordance with the applicable laws, a retired annuitant does not receive any other benefit, incentive compensation in lieu of benefits, or any other form of compensation in addition to this hourly pay.
