SUMMARY AND RECOMMENDATIONS
Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing the City Manager to release the Maintenance Bond for the subject project upon successful completion of the one-year maintenance period.
BACKGROUND
The master plan for the undergrounding of overhead utilities in San Leandro was created in 1992. East 14th Street was included as an underground utility street in this master plan. In October 1999, the City Council created an Underground Utility District (District) on East 14th Street from 153rd Avenue to the southerly city limits. In April 2003, the District was extended northward to 150th Avenue to encompass the subject project area.
In 2000, PG&E started to underground the existing overhead utilities, but declared bankruptcy and suspended work on the project before it could be completed. AT&T assumed responsibility for the project and installed conduits along East 14th Street for the undergrounding of the overhead wires in 2010. The City then moved forward with the subject project to install new street lights to replace the obsolete light poles powered from overhead wires.
Construction is now completed for the subject project, which installed twenty-one new street lights between 150th Avenue and the southerly City limits on the southwesterly side of East 14th Street. The old street lights were powered from overhead wires, were in poor condition, and did not meet current standards. The new lights have longer mast arms to help distribute light to the northeasterly side of East 14th Street and are fed via underground electrical conductors. Vandal resistant pull box inserts were installed to prevent wire theft.
Analysis
On June 20, 2011, the City Council awarded the construction contract for the subject project to Tennyson Electric, Inc. The work has been inspected and deemed to comply with the contract documents and City standards. Construction is now complete.
Previous Actions
· On October 4, 1999, by Resolution No. 99-149, the City Council created an Underground Utility District on East 14th Street from 153rd Avenue to the southerly city limits
· On February 3, 2003, by Resolution No. 2003-021, the City Council approved the five year project list for Underground Utility District conversion projects
· On April 7, 2003, by Resolution No. 2003-091, the City Council extended the Underground Utility District on East 14th to include 150th Avenue to 153rd Avenue
· On November 1, 2004, by Resolution No. 2004-161, the City Council authorized the City Manager to execute an agreement with Pacific Bell Telephone Company relating to aerial underground utility conversion for East 14th Street
· On March 17, 2008, by Resolution No. 2008-028, the City Council authorized the City Manager to enter into an agreement with AT&T for construction of underground street light conduits on East 14th Street
· On April 18, 2011, by Resolution No. 2011-073, the City Council approved the plans and specifications and called for bids for the subject project
· On June 20, 2011, by Resolution No. 2011-120, the City Council awarded the construction contract to Tennyson Electric, Inc. for the subject project
Applicable General Plan Policies
This project is consistent with Historic Preservation and Community Design Goal No. 44 of the General Plan: A More Visually Attractive City.
Permits and/or Variances Granted
Tennyson Electric, Inc. obtained an electrical permit from the Building and Safety Services Division of the Community Development Department.
Environmental Review
This project is categorically exempt from CEQA per Section 15268 - Ministerial Projects.
Fiscal Impacts
A summary of the construction contract with Tennyson Electric, Inc. is below:

Change Orders $27,470.30
Total Contract Amount $181,713.30
Including the design cost of $82,078.27 and construction administration cost of $40,779.44, the total project cost was $304,571.01. Change order work included the addition of vandal-resistant pull box covers to protect the underground electrical cables.
Budget Authority
$50,000.00 from the Underground Utility fund was allocated to Account No. 210-38-172 via the City budget for fiscal year 2006-07. An additional $300,000.00 was allocated from the same fund in the 2007-08 City budget. The project funds in Account No. 210-38-172 were transferred to Account No. 123-38-172 in fiscal year 2011-12.
