SUMMARY

 

The City of San Leandro is in the process of finalizing its Comprehensive Parks Master Plan in partnership with WRT, LLC. Amendment No. 3 to the existing agreement extends the term and expands the scope of work to ensure completion of the final deliverables, including council presentation, final plan revisions, and site-specific planning for Washington Manor Park. The amendment increases the contract amount by $29,280, for a total not-to-exceed contract value of $408,892.

 

RECOMMENDATIONS

 

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute Amendment No. 3 to the Consulting Services Agreement with WRT, LLC for the Comprehensive Parks Master Plan to increase the contract amount by $29,280, resulting in a new not-to-exceed amount of $408,892.

 

BACKGROUND

 

In 1998, the City conducted a Parks Needs Assessment to inform long-term investment in its parks and recreational system. Twenty-five years later, the City, in partnership with San Leandro Unified and San Lorenzo Unified School Districts, seeks to develop a new Comprehensive Parks Master Plan to assess current assets, identify community needs, and guide future investment.

 

In March 2023, the City Council approved a Consulting Services Agreement with WRT, LLC (Resolution No. 2023-023) to lead the development of the plan. The project includes robust community engagement, an inventory of shared recreational assets, a maintenance and operations analysis, and implementation strategies for both short- and long-term improvements.

 

The Council previously approved two amendments to extend the agreement term to June 30, 2025. WRT has led a Citywide engagement process and collaborated with staff to develop recommendations that reflect evolving Department priorities and the community’s feedback. 

 

Analysis

 

Amendment No. 3 provides additional services necessary for project completion. The scope includes preparation and revision of the final draft plan for adoption, presentations to the Recreation and Parks Commission and City Council, project management through June 2025, and the completion of a site-specific plan for Washington Manor Park.

 

Staff transitions and evolving departmental structure since project inception have required the consultant to adjust deliverables to reflect updated operations, roles and responsibilities, and long-term maintenance strategies.

 

Previous Actions

 

                     March 20, 2023: Council approved original agreement with WRT, LLC (Resolution No. 2023-023)

                     July 1, 2024: Executed Amendment No. 1 to extend contract to December 31, 2024

                     December 1, 2025: Executed Amendment No. 2 to extend contract to June 30, 2025

 

Financial Impacts

 

Sufficient funds are included in the Fiscal Year 2024-2025 General Fund budget for Park Master Plan consulting services:

 

                     General Fund-Administration, Account 010-61-001-5120:                          $29,280.00

 

This Council action will not impact fund balance because there are funds available in the FY2024-2025 adopted budget.
