SUMMARY

Gateway Buena Park, Inc., the legal owner of the Marina Square Center (1201 Marina Blvd, San Leandro) intends to pay for and then donate to the San Leandro Police Department (Department) the services of four Flock Safety ALPR cameras for a two-year period that will be placed within the Marina Square Center.   The total value of the two-year service is $30,100.

RECOMMENDATIONS

Staff recommends the City Council adopt a resolution to accept the donation for the services of the four Flock Safety ALPR cameras for a two-year period and authorize the City Manager to execute all documents and agreements related to the donation.

BACKGROUND

The Department has an existing agreement with Flock Safety for the services of 82 ALPR Cameras for deployment within the City of San Leandro.  Currently, 74 are active, while eight are in the permitting and approval process with the State of California.  Since the deployment of these ALPR cameras, they have assisted the Department in criminal investigations by alerting officers to stolen vehicles and providing investigators with data on vehicles located within specified areas of the City.

Analysis

The Marina Square Center consists of a mixture of retail and eating establishments.  Year to date, there have been over 200 property theft related calls for service in the center.  The addition of these cameras will assist in the investigations of crimes, as well as alert officers of wanted/stolen vehicles in the vicinity of the Marina Square Center.

Gateway Buena Park, Inc. and the Marina Square Center will not have access to the data; the data collected will be owned by the Department.

Financial Impacts

Acceptance of this one-time donation will not impact the General Fund.  At the conclusion of the two-year period, there is no obligation for the City to renew the service of the four Flock Safety ALPR cameras that are placed in the Marina Square Center.
